A Country's Legal system and Law is very important to ensure that :-

(1) Law must be in place to discourage, prevent and if infringement occur punish the law breakers such as raping, killing, riot, mobs etc.

(2) Effective enforcement to arrest law breakers.

(3) Justice is dispense fairly - regardless of races or religion

(4) Policies to ensure every communities are taken care of.

(5) Programme to integrate the various communities peaceful and in harmony.

Only if the above are in place, can prevent sectarian violence from taking place - and innocents of either communities will not fall victims to such sectarian violence and prevent communities from taking law into their own hands.

Only with social development can a Country enjoy peace to concentrate on Economic development.

Refrain from Killing must be the first basic and foremost Precept to be observed by all Religions - as the karma of killing - is directly associated with Hell realm. This is Univesal Law or Universal Truth of Karma.
