Tender put out for contractors to deter attacks, keep sites accessible

Thought that the traditional way of detering DDOS are :-

(1) IPS, Host IDS

(2) Cleanpipe

(3) Server Load Balancer - to load balance to multiple VMs, Virtual Servers or physical servers on the same site in the same server farm.

(4) Global Load Balancer vis 3DNS - to load balance more than 1 site and spread the web load across multiple sites with multiple server farms.

Got some other new ways to mitigate DDOS? Not sure whether Web Proxy can help.

SIEM - to protect against unauthorised web page changes.

Also can segregate local web traffic from international web traffic?

When DDOS is detected from International IP, then drop packets or block or do throttling through QoS by giving lower priority - but not affecting local web traffic.
