To be on the safe side, every citizen should carry a foldable metal baton that can retract and extend.

When find someone who carry a knife can at least block the knife or fight back or half fight back, half run into a crowd, where the crowd all use their retractable baton to fight back.

This will deter the terrorists that wield knife - as they know that even common citizens are armed to fight back.

  This will reduce citizen casaulties - as attackers are face with real resistance whereby they will also get injured or when there are crowds, their attack will be hamper or even fail.

Otherwise too many innocent lives will be lost and many will get injured through mindless terrorism.

Citizens can be trained by martial artists to wield the baton like the broad sabre steps - to block, poke, cut etc.

For example, the man in picture raise the knife at the running girl, the running girl can jump and turn sideways and then swing the baton 180 degree at the attacker's hand holding the knife to disarm him or just swing at the attacker face and floor him.
