Singapore short of cybersecurity experts, data analysts

I think many very experience well qualified IT professionals are still looking for jobs based on what i know due to Economy restructuring.
Those looking for jobs and those who want to hire - are looking at the wrong place or did not managed to synch up.
Like what I say earlier, all those recent hackings and technical hiccups can be prevented and protected.

IT security cut across all 7 layers of the OSI model. There is a need to know every layer very well in order to know what is at risk - so that appropriate measures can be adopted to protect the vulnerable place. It is not possible for anyone to know all 7 layers - but it can be broadly divided into 2 parts - Infrastructure and Applications layer - security on Infrastructure security and Application security.
All these come with years of experience to appreciate the OSI model - through proper planning, design, configuration, industry knowledge, operation, governance, policies, procedures, guidelines, working with principal vendors, keeping in touch of new technology, constant vulnerability scanning, security audit, following secured methodology in planning, implementing and operations.
Young and inexperience graduates will be good in specialised security in modular and tower or adhoc security - but without years of experience pile up, is it possible to understand the complex infrastructure and application that they are confront with? They are more silo in their domain knowledge but not able to cut across all domain (especially in this era of SuperConvergence – where data, voice, wireless, mobile, cloud computing, Virtual Desktop infrastructure, BYOD, virtualisation, web proxy, telecommunication, WAN, MAN, video conferencing, storage, security, backup, end devices, ITSM, CMDB, now they come up with the concept called SDN (Software Defined Network) etc etc all converged into a SuperConvergence infrastructure.)
Does the young and inexperience graduates possess the experience to put all the governance, policies, design etc in coherent compact defensive cyber mechansim to defend the IT infrastructure - to protect the onslaught of hackers - in tandem with new technologies that keep emerging?
Very experienced IT professionals can - but young and inexperienced professional cannot. But hirers only interested in hiring cheap young and graduating IT professionals and intend to overlook experience IT professionals - thinking they are not worth the money or they are too good but cannot afford to pay for their services.

For eg. The current content filtering to filter undesirable content such as gaming and ashley madison type of web portal - have 6 technical loopholes - and can be breached using any of the 7 OSI layers - minus the physical layer - the 1st layer.
