Every units have different
roles to play.
Even in army unit, if a recce
unit is suppose to collect intelligence in the frontline, even though they have
firepower to overcome the enemy position, they are not supposed to - as they
may jeopardized the entire army operation by alerting the enemy.
They should wait for the main
unit to arrive to do the assault.
Same thing over here. If the
frontline police unit is to investigate accident, they are not expected to draw
their service revolvers and shoot rioters - as they are not equipped with riot
gear to control the riot and arrest the rioters.
Innocent bystanders may be
shot by stray bullets or the whole controllable situation by riot police may be
inflame if frontline police start to take action by shooting their way through.
Maximum restraint and initial
withdrawal to re-group and then advance forward when the reinforcement with the
right gear and right equipment is the right approach.

So I guess you prefer No 1 and No 2 and not No 3 – when you say our men should be more physically and mentally more prepared.
We are simply not prepared.
We have been taking things for granted for a very long time. Our man are not
equip physicallt & mentally to handle the situation spontaneously......
This is where we have to look into & improve.
Maybe venture a try:-
No 1 - Like the commandos in the movie “Blackhawks down” – when surrounded by
hundreds of hostile rioters, the encircled grossly overwhelmed commandos shoot
the rioters that come near them –
until they expended all their bullets in
their magazine clips – and the rioters overwhelm them and lynched them until they die.

No 2 – Challenge the rioters to
fight like a man – like in the movie “Rush Hour” – where the surround cops
tell the rioter to fight one to one. Or like the movie 叶问 – 我要打十个 – and only 10 men come in to challenge one cop and
the rest watch and cannot intervene. So 40 叶问 or 40 Bruce Lee can take on 400 men – 1 take 10 men each.
No 3 – Do what the current
officers do now, retreat temporarily and wait for reinforcement – and then re-advance to arrest the rioters.

I thought when the SOC and Gurkha Contingent come, all 400 rioters
flee and 28 rioters are arrested on the spot.
Now more arrest made – as
workers will have no where to go but back to their dormitory or at their
workplace.
This is more Wise – rather than act hero like No 1 and No 2.

No. 3 involves the deployment of 360 armed police officers on the scene, to disperse the 400 rioters. That's almost a 1 to 1 ratio.
Should we one day have riots the scale of Bangkok's, with rioters numbering in the thousands at multiple locations, we would not have enough policemen in the entire police force.
