Strong quake kills 367 in southern China

I think even design and build with earthquake proof building - it will still damage the building and cause utilities to be cut if the earthquake is too strong.

Another failsafe way to prevent casaulties is to relocate people out of the earthquake belt zone into places where there are no earthquake.

Otherwise, people in 四川 & 云南 have been experiencing earthquake almost every year with big casaulties.

The land in the earthquake belt zone can be set aside and use for farming or rearing of poultries and instead of concrete buildings, materials to building houses for farmers can be cardboard or plastic etc that will cause minimal injuries to human can be used.

This will reduce human casaulties in earthquake zone - due to building collapse with bricks and concrete.
