Hong Kong's Lam says 'extreme violence' justified use of emergency powers

    (1) Invoking the Emergency Order - though only cover the "anti-mask" law - is a good 1st start to give more power to the Police to deal with the protestors better.

    (2) It can help police to identify the identity of the violent protestors and make arrest later. It also provide a proof of evidence to charge the protestors in court. This will serve as deterrent to dissuade protestors from committing violent act.
    For those who refuse to remove their mask, arrest can be made and prosecute them under the Emergency Order - "anti-mask law" - and this will have prevent such mask protestors to commit violent act before he/she reaches the intended destination.

    (3) However, still feel that the Emergency Order - did not go far enough to empower the Police (who are over-stretched) to nip the protest at the bud ---- which will be more effective to quell the unrest quickly.
    Eg. :-
    (a) imposing curfew when an impending violent protest is expected - and make arrest of protestors before they form up for violent actions. (eg forming up at Legislative Council, China Liasion Office, PLA HQ, MTR station, or other sensitive sites).

    (b) banning all protest movement (even peaceful ones) and political activities.

    (c) invoking control of communication channel - eg. making order for media to toe official lines, block social media that organise protest.

    (d) Make arrest without warrant and detain suspected violent protestors for at least 1 year without trial.

    (e) Make any law necessary to bring back law and order - and make HK people go back to school, work and home - and prevent people from hitting the street to protest.

    (4) But as reported, "On Friday Lam said she would consider making new regulations under the emergency law if the violence continued to escalate."

    (5) Only when law and order are restored under the Emergency Order - HK Government should move on to initiate National Dialogue and map out a MasterPlan to address all the grievances of the HK people - which should cover 3 broad categories :-

    (a) Economic grievances - eg. affordable housing, healthcare, education, job prospects etc.

    (b) Social spaces

    (c) Acceptable political freedom

    (1) The reason :- When implement "anti-mask" under Emergency Order - it will make protestors angry and come out to protest.
    (2) Then if violence escalate, another part of Emergency Order is implemented - to see effective or not - then another angry protest etc etc.
    (3) If implement Emergency Order of all effective measures one shot - the most you get is angry turnout one time ---- and the measures can then put in place to quell the unrest. Only then reconcilliation can take place.
    (4) With incremental implementation of Emergency Order - it may cause each angry turnout per incremental measures.

    (1) Emergency order cannot be done piecemeal.
    (2) It has to be implemented one full set of interlocking integrated measures to be effective.
    (3) To put out a big fire, one pail of water is not enough.
    (4) It has to be a continuous high speed running hose of water to put out the big fire.
    (5) Emergency Order - denotes "Sweeping Power” means a comprehensive set of effective measures to put out the big fire in one fell swoop.
    (6) Piecemeal measure not so effective to stop big fire.
    (7) Emergency Order (with full set) give the Police the power at the top and higher end of the food chain - pre-emptive and proactive measures to prevent protestors from forming up and fester unrest. It is also the least violent with least bloodbath.
    (8) Anti-mask is lower down the food chain - as it still allow protestors to form up and ignore the anti-mask - and will still overwhelm police strength - more reactive than pre-emptive. Violent and bloodbath will still happen.

    Carrie Lam has defended her use of the emergency powers and said that she is willing to issue more executive orders if the violence continues.

    "We cannot allow rioters any more to destroy our treasured Hong Kong," Lam said in a stony-faced video statement on Saturday.

    Jobs, inflation, housing, inequality gap.....these are the major issues facing HK residents but the PRC Chinese have less of these problems in Shenzhen.
    The first dialogue was a chance to air the grievances but the protestors blew it.
    More protests are not going to solve the problems. Neither is sticking to their five demands.

    I supported with the protesters in the beginning. But they have crossed a line already. It's time to sit down and talk. Violence begets violence.

    HK gov very weak letting the protesters destroyed HK public property till today, then apply emergency law banning mask only. So protesters still can continue violent protests without mask. Wakep up Carrie, it was over due to bring an end to this protests immediately.

    Carrie Lam, HK needs greater and harsher measures against these terrorists! Invoke the emergency law and lockdown the city! Lock up all stubborn protesters or order the police to shoot those who throw petrol bombs! Critical times call for tough measures. The world can see the atrocities committed by these terrorists! Even ordinary HK people support more drastic actions to stop them!
