The only way to expire the historical karma seeds – is to erect “The Hall of Repentance” (忏悔殿) in the shrine for the war deceased – to pacify the living and the death.
Otherwise, the sufferings will become a vicious cycle that go on and on - and if not careful, one day will trigger an unfortunate incident.
Remember the story of the Buddha 3000 years ago, He can only managed to intercept an impending war only 3 times. The 4th time, He is not able to do so and unfortunate event unfold and no longer salvageble.
