(2) But I don't think law will allow brawl and fighting to take place in Parliament - as no policy outcome will emerge from a fight in the Parliament - but are just demonstrating to the citizen that violent can occur in the highest office - the Parliament.
(3) So making arrest and prosecuting lawmakers that fight in Parliament instead of debate - is the right move.

It’s true parliament is a place for debate. But when it comes to pro Beijing policies, these are passed and bulldoze through. Meaning due process is not exercised resulting in these protest. China starred all these by trying to tweak a system they agreed to observe till 2047.
