If Japan don't attempt to intercept the missiles that fly over its territories, then it will embolden N Korea to keep shooting across its territories endangering its air flight and worst if the missiles misfire or malfunction will fall into its land endangering its resident.
N Korea must be restrained and must be punished for actions that endanger the International Community - and not embolden them.
The eventual goal is to ensure N Korea denuclearised - if it want to do business and have economic integration with the World Community.
A nuclear N Korea is a danger to the World.
