Civil Service bonus 2019

The Public Service Division announced yesterday that most civil servants will get a year-end bonus of 0.1 month this year, with a one-off lump sum payment of S$250 to S$1,500, with those in the lower pay grades receiving a higher bonus.

What are your views on this?

(1) The civil service bonus correspond to GDP performance make sense.

(2) Giving more to lower grade officer for service wide bonus is a gracious act - to help lower income officer.

(3) To encourage good performance, performance based bonus must be administered to motivate officers to perform at their best so that public can reap good services - regardless of grade.

(4) Most important, civil servants must work like any enterprise CEOs. Profit, revenue, market share is the performance benchmark for all CEOs.

For civil service - GDP, economic growth, public service, jobs, welfare will be the performance benchmark.
With the challenging external environment - notably US tariff trade war that derail the global supply chain and trade, civil servants must work doubly hard to look for non-traditional market, work out new regional and global supply chain to augment or replace lost business and keep GDP, Economic growth up, so that jobs can be secured and new jobs can be created.

With strong economy, civil service can reap more tax revenue, thus can have sufficient money to pay higher bonus to civil servants while ensuring private sectors will continue to do well, keep jobs and create new jobs.

 With strong economy and goog GDP, the Country can invest in strategic public goods and services such as dykes to protect against rising seawater, innovate and invest in defense and security, provide better heslthcare, education, improvement in housing, transport infrastructure etc.

Good GDP means more revenue for the Country so that we will have sufficient money to pay for our ever increasing spending expenditure.

And hence civil servants performance and innovation will be vital in ensuring good economic growth, create jobs and rewarded with good bonus.

CEOs determine the fate of his/her thousands or ten of thousands of employees.

Civil Service determine the fate of the entire Nation of 5.6 million residents.
All the more, bonus must motivate civil servants to perform like CEOs to spur Economic growth that will benefit public services and spur private sector business and create jobs.
