Simple solution.

The World - no business deal with N Korea as long as N Korea go nuclear.
N Korea - can keep its nuclear - but the World will not have business deal with it - means no food, no money, no logistics.

I do not think US will bother about what NK is doing. If NK fire a nuclear at US, i am sure US anti missle system will be able to block that. And due to that, NK, which seems not to have any good anti missle system, might be wiped out of the earth due to that. So, if US attack NK or not, it will be the same situation, NK will be wiped. Its best for NK to do what is best for them, and stop their DPRK programs.

N Korea is one of the poorest country in the world, 215 out of 230 with $1,000 per capita GDP - a year.

In order for the government to retain control, it constantly have to ratchet up war with US to distract its citizens and soldiers from hunger and malnutrition.

N Korea prime motivation is to keep its regime in power and safeguard its throne.

This means its appetite to fight and win a war is not its main motivation, but keeping itself in power is it main motivation.

Further sanctions will make it lose power and may force it to take rash actions, but at this point in time, it does not signal any intention for dialogue.

So it is a catch 22 situation.

The only way is to enforce the current sanctions and wait for the effects to creep in until N Korea feel the pain and start to signal the intention to dialogue.

But this new young emperor is inexperienced, rash and brutal.

His ego will get the better of him and may not know how to interact with the World Community and emerge from the nuclear crisis that he get himself into.

Wonder if N Korea can't even maintain or improve its foreign relations with its former allies - China and Russia that have helped N Korea in the past ---- cannot imagine how will N Korea open a dialogue with its adversaries such as S Korea, US and Japan......
