There are 3 possible models that can be adopted in transport management :-
(1) private-sector organisations that provide the services to disrupt the transportation industry, and not the government.
This is the full market play - which can also contribute to "chaotic theory" - not sure if this is the right model for Singapore - being a highly dense cities with many people per sq km.
For eg.
(a) when share bike apps such as mobike, ofo, obike - are give a free hand --- there are many complaints by people that bikes are placed everywhere - obstructing traffic, roads, pedestrian walk etc.
(b) PMD are given free play - 2 children use it on the road and was killed by trailer. eScooter killed an old man on the pedestrian walk etc.
(c) when uber and grab disrupt the private hire car --- there are big protest from the taxi industries (in overseas - there are even big protest and demonstration).
So complete free play by the private sector may not be the preferred mode for Singapore - as it will have social cost, safety issue, job displacement, chaotic disruption to citizens' lives.

(2) The 2nd model - the Hybrid model - whereby Government managed integrated transport system - but allow private sector incubators, proof-of-concept, trial with complete free play in a controlled environment. When the trial proof useful, it can be infused into the system in a modular manner without causing chaos to the entire transport landscape.
Eg. Finnish Minister claim that driverless is not ready.
But Singapore has successfully tested driverless in some niche area such as PSA port using driverless truck as autonomous vehicle for port logistics transport. NTU use driverless bus for transporting students to campus. MRT is using driverless train. Driverless car trial is still ongoing and is too early to say driverless car has no potential.
If driverless car is ready one day, Government can integrate it in a modular manner into the integrated transport system.
For eg. this Finnish apps Whim has a great potential for Singapore integrated transport system - and if well planned and skillfully integrated into Singapore - it will improve our transport system productivity.

(3) The 3rd model is Government state managed everything --- which in this case will be slower as compared to innovation, creativeness of the private sector.
To conclude, hybrid model - Government plus private sector collaboration should be a better model for Singapore.

Transport system require massive infrastructure investment.
For eg. roads, rail, tunnel, traffic congestion management, emergency evacuation etc.

Road, rail needs to be properly plan, design and build - especially in a very dense, small city, small Country like Singapore - where every space is a premium and has high economic values.

Private sectors will not be able or willing to commit huge investment on road, rail infrastructure --- it is often the job of the Government.

Transport Management cannot entirely leave to private sector to disrupt --- it will lead to a chaotic Country - that will grossly disrupt the people's lives.

Hybrid model - a well overall plan by the State - with areas open up for incubation, proof of concept and trial that allow maximum free play --- will be the right model for Singapore.
