The Government is focusing on securing jobs and businesses.
It has secured about S$13 billion in investment commitments in first 4 months of 2020, which will generate thousands of jobs in sectors such as electronics and chemicals.
The Government will also help companies hire ahead and work with trade associations and chambers to increase the number of apprenticeships in various growth sectors for both fresh graduates, as well as those going through mid-career transitions.
Speaking at a virtual press conference yesterday, Trade and Industry Minister Chan Chun Sing said, “We are quite clear that we will not be able to preserve every job in the whole economy, but we are determined to make sure that we can help every Singaporean and businesses transit to the new equilibrium, or the new normal as we call it.”

[12:16 pm, 31/05/2020] : Everyone must understand that regardless how good you are, you still need to upgrade or learn another skill set, in order to survive now or near future. IT and mobile app are something we should endeavour to keep learning and keep exploring. Even if now we out of job, don’t despair and should keep on learning some productivity skill training. This may land you in next job.

1. Business owner must not only indulge in day to day running of their business.
Business owner must periodically take a step back to think strategically to size up their business, competition, business trends and many other factors that could impact their business.
Business owner must strategically see how best to exploit technologies to boost their business growth and profit - as well as to retrain their workers to operate the new automation, new technologies, new processess etc.
So who determine the required skills for training - the owners, the staff, and b training partners.

2. For workers who work in companies who always looking for ways to train their staff as part of annual KPI build into their job scope - workers can work with their superiors or boss to work out a career training plan.

3. For workers working in companies that do not have training plan for their staff, workers must take their own initiatives to find out those technologies, skillsets or training that will help them in their current career or future careers.

4. For those who have no ideas what training is most relevant to them, then get help from career coaches to find out what jobs are there, what skillsets are required, consider whether they have the interest, capabiliities to get themselves train up for the jobs such as through Train-and-placement programme, internships, train-and-work etc.

Should look at Australia type where they are focus on particular deep skills to achieve on one standard before progressing to another standard in the same family of say a electrician. They don’t look at jobs but specific skills set need to achieve to reach professional electrical engineer

[2:29 pm, 31/05/2020] : (1) Time invested: Employers should not frown upon the time off taken by staff for training purposes, which in turns causes staff to be afraid to ask their bosses for time off.
(2) "Level up": When a staff has completed a course in a field relevant to his/her work, the company can assign the staff tasks which allow them to put what they have learnt into practice, and with a job well done, consider the employee's prospects for promotion or pay increment.
(3) Wider scope of what is considered "relevant field of work": Some employers tend to consider what is relevant in a very narrow sense, eg if you're working in IT, there is no reason for you to be taking up a course in project management for example. Not to say that all courses should be considered relevant, but managers should be flexible to consider courses which offer tangential benefits to the company as a whole.
(4) Increased intra-company mobility: This is less relevant for SMEs (where everyone does a bit of everything) but more for bigger companies where you have different roles. Managers can encourage retraining, or facilitate mobility by requiring the staff to undergo reskilling training. If managers are concerned about the staff leaving, there are always contractual options where company agrees to pay for the training costs and in turn, the staff has to remain with the company for a minimum period (eg 6 to 12 months), otherwise the staff has to pay the company for the full fees of retraining.
(5) Staff's perspective: Most people wouldn't want to invest the time, money and effort to re-skill if it does not entail better pay or better job prospects. Therefore the training courses should be a viable means to providing that next step up. The singapore employer culture still focuses heavily on paper qualification, thus one thing to consider is increased recognition for training certificates (which also means that the testing and certification need to become more rigorous).

Firstly, everyone and anyone can preach about going for retraining and upskilling etc but I’ll like to see leaders of industry or chiefs do that themselves too. If not, set the standard to give upgraders or ppl with no experience a chance to new job openings.
Secondly, we have been putting emphasis on management for too long. Our de facto for getting higher pay is to move ppl into management and many are in those areas wasting their talents. SHIFT the focus into technical, hands-on or service roles and pay them highly. Encourage industry leaders to do that too and you should be a gradual increase in efficiency as more local ppl move into those roles. Unless you have a mega project that requires intense concentration and focus (or you need to instruct blue collar workers on their daily jobs), management roles should slowly be automated away.
Lastly, I’ll get hate for saying this but I’ll say it again anyway. DO NOT try to save businesses whose business model can’t be saved and they will eventually fold up anyway!!! Don’t waste taxpayers money on those SMEs who are unable to pivot. Even if we reopen etc there will be thousands of businesses that will close down. Don’t try to save them all, gov is already doing a good job trying to slow things down for revenue losses but time for mercy is over. Those business leaders will plea and beg for more help but don’t allow that. Many of them are stuck to the old ways of doing things and will never change. If gov decides to help, they should “own” some equity of the firm and have a major say in how things are run.

I can see your point about the company-sponsorship and lower motivation. I think it has to be a 2-way thing. The staff must want to be trained and the company must impose certain parameters Eg whether you need to hit a certain grade, attendance requirements, or as I mentioned, a bond period maybe. Some employers are damn scared that their staff will jump ship after they invested in their training. That's also one mindset which needs to change. People move around for various reasons, but if you don't invest in your staff, it's your own business that suffers in the long run.

Many course are affordable these days via e-training plus lots of subsidies and also there is income tax relief for training ..  conditions are
already  there for the takings

As of 12pm, MOH has preliminarily confirmed an additional 518 cases of COVID-19 infection in Singapore.
Majority are Work Permit holders residing in foreign worker dormitories.
Based on investigations so far, 3 are cases in the community (3 Singaporeans/PRs).

I also purchase a lot of Udemy courses in various topics when they go on sale (like $14.99). I also made some new friends. As a result of these courses and friends, I not only learn new skills, my mind became more open to new ideas as well.

Importantly , the interaction with people overseas , it’s seriously  an eye opener.

Comments from my close friends :-
(1) Every country is in a trial and error mode to contain the spread of covid 19 and re-opening of economy. Let's accept that the road ahead is bumpy.

(2) Rather than assume life will return to normalcy, there will be things/activities that will return to pre-pandemic state but there will be new habits that emerged.

(3) For eg. This few pictures above that provide plastic as a shield will help to protect dine in patron if government find it useful.

(4) Be positive, within our profession and sphere of influence what new habits are developing? This is our opportunity space. The sooner we innovate to capture this space, the higher our likelihood to become winners in the post pandemic era.

I agree some might not be motivated if they don't pay, but I found everyone else on the course very engaged and pleased to be learning.
