My close friend analysis of the infection chart.
"Look, 15 days ago we have 266 cases.
Today we have 266 fully discharged.
It takes about 2 weeks to recover, so we are on track.
Next two weeks will be crucial, can we see 1000 discharged while keeping the new cases low.
If yes,  then we would have successfully bend the curve."

1. Most workplaces except for essential services and key economic sectors, will be closed for one month.

2. Full home based learning in schools and Institute of Higher Learning (IHLs) starting next Wednesday. All pre-schools and student care centres will also be closed.

3. PM Lee urges all residents to stay at home as much as possible, minimise social contact and bear with “painful adjustments” to deal with COVID-19.

4. Government will distribute reusable masks to all households from Sunday.

COVID-19 situation
Local cases in SG have risen
- Despite contact tracing, half of cases unlinked
- New clusters in foreign worker dorms, nursing home
We need to apply a circuit breaker now for 1 month
- Reduces risk of big outbreak
- Bring numbers down
Details will follow soon, in summary:
For workplaces - from 7 Apr
✔ Remain open:
- Essential svcs: Food outlets, markets, supermarkets, clinics, hospitals, utilities, transport, key banking services
- Economic sectors: strategic or part of global supply chain
❌ To close:
- Most workplaces
➡ Staff that can work from home must do so
For schools - from 8 Apr
- Schools & IHLs: Full Home-Based Learning
- Preschools, student care: Closed
For everyone
- Stay at home, as much as possible
- Avoid socialising beyond immediate family, esp. elderly & vulnerable
- Go out only for essentials: eg buy food back, exercise at parks at safe distance

My close friend contribution :-

Part I  - Circuit breaker measure

(1) By 2 weeks time - 16 apr 2020 we need to see 1000 fully recovered, discharged and new cases going down.

(2) This circuit breaking measures is to allow time to clear the bulk of mild cases and slow down new cases.

(3) So very impt for the population to follow the measures closely and not treat this as holiday.

(4) On the day, where MOE allow schools to practise home based learning, I observed at the mall people taking kids out for meals and shopping. That's not the intention.

Part 2 - China effective use of TCM with western drugs, and SKorea, Japan, Italy, Iran and Iraq also getting China's help in TCM to treat covid-19 patients

(1) On the TCM portion, can we request Government to consider using TCM to treat mild cases to speed up recovery and lower the probability of developing into more serious cases.

(2) In the attached video, China has produced many good recovery cases for covid-19 based on clinical outcome.

(3) SKorea, Japan, Italy, Iran and Iraq also getting China's help in TCM to treat their covid-19 patients.
Noted that SKorea has exposure to using TCM with their people.

(4) Singapore also has a good TCM culture. Will the Government consider tying up with China to study how Singapore can make use of TCM in the treatment of our patients?

Part 3 - Preparing for a good outcome

(1) If the circuit breaker measures work - we should also prepare for a good outcome.

(2) China after opening up from lock down, one of the measures it implemented was QR code at every business entities and places of interest which citizens visit.

(3) So that gives both citizens and gov a log of all the places which citizens have visited.

(4) So we have visitor registration today set up at buildings hospitals but not all places have this in place e.g. Malls do not have.

(5) Can gov consider setting up central database of self-declaration on the standard questions :-
(a) have you travelled in the past 14 days,
(b) have you come into contact with covid case, quarantined cases etc during the past 14 days
(c) do you have symptoms of cough etc.

(6) Citizens only need to declare once a day. When needed, citizens showed it to the relevant parties.

(7) At every business units, before entering citizens will be asked to scan the QR code which is assigned to that entity
e.g.. Before entering a foodcourt, I need to scan the foodcourt QR code.

(8) Then this becomes a trail of the places I visited.

(9) At the backend, the information can be used for contact tracing analysis, human traffic, tightening control etc. The front end can be an app.

(10) This is another way to beef up the contact tracing to supplement the current contact tracing approach we are adopting.

COVID-19: Reusable masks for all residents
Wear a mask if you are out and in close contact with others
- There’s possibility of undetected cases in the community
- some evidence that infected persons with no symptoms can pass the virus
Reusable masks complement safe distancing measures
- Protect others from you in case you are infected but unaware
- also some protection for us, especially for those who need to interact with others for work
🏥 With global shortage of masks, surgical masks reserved for healthcare workers and those who are sick
Reusable masks distributed progressively from 5 to 12 Apr
🏠 For all residents with registered home addresses
📍 Collection points at designated CCs and RCs
👵 Priority given to seniors aged 60 and above
👨‍👩‍👧‍👦  Family or household members can collect on your behalf
More info on distribution will come from CCs
