(1) WIth many local transmission cases rising, Work From Home (Physical Separation) of people from people is a good way to prevent infection between people.

(2) This will prevent those undetected mild asymptomatic cases - from infecting the Community while at work, commuting to work, or eating out and infect others.

(3) Hopefully by 2 weeks, those undetected mild asymptomatic cases - will heal by themselves or if worsen - seek medical help without affecting others at work or in public ---- and this will help to reduce the local transmission.

Notice this is a step-by-step elevated measures to stop local transmission and community spreading :-
1. Work From Home - with telecommuting
2. Next step will be remote learning for school children in some days - as parents can now take care of them as many work at home.
3. Urge people to visit malls only for essential trips.
4. Close entertainment centres and enrichment centres for 1 month.
5. Cancel all senior singing and other activities in CC.
6. Stop events that gather more than 10 people.
7. All the above will reduce the number of people appearing in public, take MRT or bus (that will nullify the safe distancing) ---- as physical separation will not let transmission take place between humans.

For those that need to go to the public to buy food and essential, or those who need to go office and cannot work from home or those who need to commute to schools :-
There must be "social distancing meaures" and "Personal Social Distancing Tool" to prevent local transmission for people who come into contact with one another :-
1. Safe distancing in public places like 1 meter apart queue, alternate seats for those eating out, avoid crowd.
2. Urge people to use washable face masks even for those who are healthy - to prevent airborne virus - as per WHO new recommendation. This is to prevent people from using surgical disposable masks that is short in supply - and reserved from medical personnel or sick patients who are in need.
3. Keep handphone on to receive and transmit mobile data. For those who have installed Tracetogether Mobile Apps, turn it on ----- to help in contact tracing.
4. Suggest contact tracers should also used mobile signal data to help in contact tracing and reach out to a wider coverage in the vicinity --- and get more people in the vicinity to test as well as clean up the infected places (this will eliminate many mild untested cases).
5. Set up more accessible testing centres - for these group of people to go for the test and weed out those mild asymptomatic cases --- and reduce many unlink cases as well as new clusters from surfacing everyday --- that will overwhelm contact tracers as well as hospital facilities.
Using mobile data can allow call center contact tracers to call and interview the people in the vicinity (without needing the contact tracers to do legwork to do personal interview).
Personal interviews should be reserved for those who come in close contact with the infected persons.

6. By doing so, I am very sure local transmissions and community spreading will be significantly reduced.

(1) But for Organisations to be ready to allow their staff to Work-at-Home, Organisations must have  :-
a. a BCP (Business Continuity Plan) in place - and it must have practised them once or twice a year --- to ensure there are no major disruptions to their business.
Organisation that did not adopt the BCP plan and trial-run it --- will face some difficulties - especially if they did not invest in telecommuting IT gadgets to facilitate Work-At-Home.

b. The essential tools required to enable Organisations for staff to work remotely at home includes :-
(A) Secure Remote access technologies - eg. SSL VPN, VPN for secure access and remote login
(B) Office productivity tools eg. spreadsheet, words document, presentation, office email
(C) Cloud apps or eCommerce apps eg. , Web portal for file sharing, clouds apps for eCommerce transactions.
(D) Remote communication eg. multi-parties Video conferencing, teleconferencing, whatspp, telegram text conferencing - for remote meeting and collaboration.

c. If Organisations and staff are not trained to use the above tools to work remotely at home - then there will be inertia for Organisations to allow staff to work at home.

Vietnamese government that took effect on Monday requiring people to wear face masks at crowded places like airports, bus stations, and supermarkets for novel coronavirus disease (COVID-19) prevention.

The mandate was drawn from a government meeting to discuss measures to fight COVID-19 in Hanoi on Saturday.

Accordingly, people are required to wear face masks when visiting crowded public places like supermarkets, airports, and bus stations, or when they use public transportation, starting from Monday.

Face masks must be distributed free of charge to passengers at bus stations, ports, and terminals while vehicle operators are allowed to demand that their passengers wear the masks during their journeys.

The measure is aimed at preventing the possible community spread of the novel coronavirus as Vietnam has confirmed 57 patients being infected with COVID-19.

Dear all,

I have been collecting feedback from people around me, especially through one of the REACH WhatsApp group I am in and people insisted on the implementation of social distancing measures onboard our public transport, citing examples from all around the world and asking why our government has not done anything so far.

I then alleviated their concerns and cited demand as one good reason why we cannot implement such measures.
If we implement the measures blindly without first looking at the bigger picture and at factors such as demand,

Our public transport would have been strained tremendously because of the increased frequencies (which runs counter to what the LTA and SMRT agreed on in decreasing frequencies to reduce wear and tear on rails). Our staff, especially our Bus Captains would also be strained.

As for commuters, they will have to queue and wait for longer before they will be able to board or enter the premises, where applicable.

By delaying the implementation of such measures, we have avoided many unnecessary issues which would have caused major disruptions to all PTOs.

I even foresaw this before Minister for National Development, Mr. Lawrence Wong brought this into the public media's attention. In fact, I already cited this in the REACH WhatsApp group and to everyone who asks before this was addressed on a public level.

Right now, I am waiting for the monthly LTA DataMall dataset release scheduled for 15 April 2020, where I will compare the data with those from December 2019 to February 2020. I will then see if there has been a significant drop in demand. If there is, I will send another email to the LTA requesting for the immediate review of the possibility of implementing social distancing measures on public transport such as blocking out seats and allowing only a maximum number of commuters onboard at any one time.

For now, through discussion with fellow members in the REACH WhatsApp group, I have derived and arrived at a conclusion that:
- A stopgap measure is necessary.
- Despite calls for masks to only be worn when one is ill, public transport is undeniably a vector for transmission. I call on the MOH and MOM to review the practicality of making it mandatory for everyone to wear a mask when using public transport. Many fellow members have been telling me that public transport is most likely the source of many unlinked cases which I did not dismiss.
- Some have suggested for an automated aerosol spray containing sanitizer alcohol solution to be installed in buses and trains. I do not know the cost factor of this suggestion but felt that it was useful nonetheless.
- Finally, queues. No one queues with a distance of 1 metre from one another. Can this be mandated by the deployment of Social Distancing Ambassadors?

I understand the predicament this COVID-19 situation has brought us all but no doubt it did open our minds to solutions we never thought of, and I thought we should put that to good use.

Do let me know what you think of this stopgap suggestion while we wait for 15 April 2020. Likewise, this case will have its due date set at 15 April 2020, so do take note.

Virus Outbreak: People are making covers for masks to prolong their use

People are making covers for masks to prolong their lifespan as lines to buy them have become an unwanted routine amid the COVID-19 pandemic.

Handmade cotton covers are becoming popular as people seek to resolve the problem of a supply shortage. The practice has prompted civic groups, schools and prisoners with sewing skills to make the accessories or give courses on how to make them with scraps of leftover cloth.

Students in the Department of Fashion Styling and Design at Yu Da University of Science and Technology in Miaoli County made mask covers for charity for elderly people who live alone in remote areas of the county.


Members of the Taiwan Fund for Children and Families’ Yunlin County branch on Tuesday insert masks into covers made by inmates at Yunlin prison.

There are no pharmacies linked to the National Health Insurance (NHI) system to sell rationed masks in some remote villages, so residents, many of whom are elderly, have to travel to other towns to buy them, Yu Da University president Leo Huang (้ปƒๆฆฎ้ตฌ) said on Tuesday.

Some even have to ride a bicycle for more than 10km to buy just three masks, he said.

After hearing about the situation, teachers and students with sewing skills initiated the campaign, Huang said.

Due to high demand amid the pandemic, the government has been requisitioning masks produced in the country and rationing them after supplying hospitals and healthcare workers.

Under the rationing system, which began on Feb. 6, anyone can buy disposable surgical masks on Sundays at designated drugstores and pharmacies by presenting their NHI card, while on the other days of the week, sales are staggered based on the last digit of their national ID number. Purchases are limited to three masks every seven days.

Mask cover making has also been taken up by groups who care for underprivileged people, including in Taichung and Hsinchu County, and in prisons that offer sewing classes.

Minister of Justice Tsai Ching-hsiang (่”กๆธ…็ฅฅ) on Feb. 26 said that several prisons are making covers.

This allow inmates to acquire sewing skills and also helps ease mask demand, Tsai said.

Taichung City Councilor Chiu Su-chen (้‚ฑ็ด ่ฒž) said that sewing mask covers is not a challenge, as she is fond of needlework.

“Such covers can prolong a mask’s lifespan, but they have to be washed every day,” Chiu said.

Covers should be washed daily and masks used under them changed every two to three days, particularly when the weather is hot, medical experts said.

People should wear surgical masks without a cover in hospitals or places where the risk of virus transmission is high, such as crowded and confined spaces, they said.

Hospitals ask visitors to discard their masks after leaving, given the risk that the virus could spread through airborne droplets on them.

Taiwan Adventist Hospital physician Su Chih-sheng (่˜‡ๅฟ—็››) said mask covers are a “nice” alternative for people on public transport or those who are in a confined space for a short period, but they are definitely not for medical personnel and people who have symptoms.

Joing contribution with my close friend :-
(1) Now with WHO announcement that covid-19 is also airborne - using face mask in public will have help to curb community spreading --- that is now happening in Singapore.
To date 88 unlink cae --- indicating community spreading.

(2) As we have to understand that global medical supply logistic chain is under tremendous strain and shortage - due to explosive outbreak across the World --- issuing disposable surgical masks to public will not be feasible - as they need to be reserved for frontline healthcare staff who are risking their lives to save the patients as well as to unwell patients.

(3) The next best option will be using washable face masks - to be wear by people who appear in public even though they are not unwell.
The reasons being, there must be some "mild asymptomatic cases" that is not visible and unknown to people -- who unwittingly spreading the virus around.
So even an innocent sneeze or cough --- may have ejected virus load into the air.
If public who are seen as "well" also wear washable face masks - then the chances of community spreading will be curb by people with "mild asymptomatic cases".
See a video the effect of people who look well ---- but ejecting their mucous and saliva in a sneeze without a mask or block with a tissue ---- it is imperative that a washable face masks ---- will turn out to be the last mile "Personal Social Distancing Tool" --- to tackle and combat community spreading and keep the unlink cases and clusters cases down.

(4) My close friend suggested Temasek Foundation - will be a good foundation to supply public with 2 washable face mask (like supplying "non-alcohol sanitizer" to help curb community spreading, the reasons being:-
- Temasek has many strategic companies - with strong science, medical and engineering expertise - that can help to produce products that are scientifically proven to be able to defeat the virus.
eg. "alcohol free" sanitizer can do the job - no need high alcohol content that is flammable and can harm skin.

- So we are quite confident that if Temasek Foundation support our ideas to provide 2 washable face mask (1 as spare - when 1 is washed as well as wear and tear) ----- that is medically, scientifcally to be able to protect against virus infiltration -- like surgical disposable mask ---- then it will give assurance to public that they will be adequately protected from community spreading.

(5) My close friend also suggest roping in non-profit organisation to help in producing the washable face mask - to expedite the production in order to reach so many millions of residents.
My close friend suggest that :-
- Those who can afford to pay for the masks should pay the money for the masks - as these non-profit organisations are not financially endowed.
- Those who want to buy more than 2 - will need to compulsory pay for the extra.
- Whereas for those who cannot pay (due to job loss, retire, business loss) etc or want to save up ---- should be issue free ---- as these virus pandemic is a Public Health Crisis ---- and everyone need to be protected.
- As part of an effort to raise fund for these non-profit organization - they can print their organisation as part of advertisement - to raise awareness and help in their cause to raise fund.

(6) My close friend further suggest that :-
The face mask can be printed and carry health safety messages like :-

There are still people that need to go out to work or school.
It is these people that we need to protect with a face masks.

(1) If these people in public has no face mask protection, got infected --- isn't it worst when they become unlink cases --- and flood the hospital and contact tracers will be more busy tracing more people when one is infected.
