Costa Fortuna began its journey from Singapore as a home-ported ship and returned as scheduled this morning. Before leaving Singapore, it has been disinfected and its passengers also completed pre-embarkation checks based on prevailing policies for travel history and temperature screening. There were no new passengers since it left Singapore on 3 Mar 2020 and no suspected COVID-19 cases.
Precautionary Measures:
1. One-on-One checks on passengers with recent travel history to northern Italy within last 14 days;

[6:09 PM, 3/10/2020] : Yes but no matter how much government adapts to minimise impact on Singapore,  eventually,  it will be futile in light of a confirmed world wide pandemic.

(1) There are no large infection coming from abroad.
(2) This shows that the current border control and health check - are effective.
(3) We cannot completely shut ourselves out from the rest of the World - as our Economy will be badly hit - as we depends on travel, trade, and business to fuel our Economic growth.
(4) Imagine we have few thousands travellers visiting us from the cruise --- and the economic benefits are huge for our tourism, hotel, f&b, transport, cruise ports and airports.
(5) If we are confident to do a good job screening the travellers - and keep the virus at bay - we will not be over paranoid and cause our Economy to suffer and create "badwill" with bad impression by rejecting the tourists (who are othewise healthy) to come onboard.

(6) Thinking aloud, if we adopt the same health measures - for our domestic events that organise large people gatherings and mass --- such as stationing clinical health workers to spot suspected cases and do swab test kit (in addition to temperature measurement) ---- we could have spotted and prevented the SAFRA large cluster outbreak.
(7) But this will mean that our clinical health workers will be stretched very thin and overstretched ---- as they are needed to be deployed in hospitals, clinics, all border control checkpoints --- and yet still need to be pull out to screen domestic large scale events.
(8) Also how to define mass gatherings? Is 200 or 500 or 1,000 consider mass gatherings - as one infected with those numbers can cause a big cluster infection --- as they will have close contact with their family members, colleagues or friends who may not attend the mass events but yet can still be infected --- and the contact  tracing will be mammoth --- that stretch our police force.

[7:28 PM, 3/10/2020] : Hi Reach, I know we are trying hard to control the spread of the virus. Weeks before, we have anticipated that it will be difficult to contain it once it is spread to the rest of the world. Looking at Europe and Iran, we are doing a good job. Pointing your fingers at the "socially irresponsible" people will only cause more distress for these folks. These few days, I have seen the hostility of the comments directed at these people. The cyber abuse that they were subjected to makes me wonder they can handle all this psychologically when they are down with the virus themselves.

(1) When i go to each organisation to do my stuff, the entrance is always block with a table to fill up my contact, declaration of health status (eg. any sore throat, running nose, fever, cough etc), my travel history to any badly infected place.
(2) Thereafter, I need to take my temperature - and then recorded on the form.
(3) Assume the SAFRA case - have done the above (as the news reported that attendees must make the above declaration as well as health check) --- then those who are unwell must have not declare their health status truthfully.
(4) If this is true, then they can be pursue for making false declaration.

Many locally transmitted COVID-19 cases in Singapore "were the result of the socially irresponsible actions of a few individuals" who continued to attend events and activities despite being unwell, said Health Minister Gan Kim Yong on Tuesday (Mar 10).
About 35 out of the 160 confirmed cases in Singapore so far did not minimise social contact although they had already developed fever or respiratory symptoms, or had not consulted a doctor early when unwell.
Of the cases linked to the private dinner function at SAFRA Jurong, one case who subsequently tested positive attended the function on Feb 15 despite feeling unwell.
This could have resulted in 18 additional confirmed cases among those who attended the dinner.
Of these 18 cases, 10 of them continued with their daily activities while feeling unwell, resulting in an additional 17 COVID-19 cases who had not attended the dinner, said MOH.
This COVID-19 cluster is now the largest in Singapore, with 36 patients - many of them seniors - as of Monday.

Singapore to shift approach, 'double down' on COVID-19 measures within country: Lawrence Wong

Singapore has to shift its approach towards containing COVID-19 within the country, as the virus spreads worldwide and border controls become less relevant and effective in the future, Minister for National Development Lawrence Wong said on Tuesday (Mar 10).
"As the virus spreads to countries everywhere, country-specific border control measures will become less relevant and effective because we are unable to shut Singapore from the world. We have to now shift our approach," said Mr Wong.



The authorities will have to double down on measures within Singapore, even as some basic surveillance at the borders continue, said the minister, who is the co-chair of a multi-ministry task force set up to handle the coronavirus.

REVIEWING ADVISORY ON LARGE-SCALE EVENTS
An advisory on large-scale gatherings has set the threshold for attendees in the thousands, but if this was adjusted to 500, it would affect religious services and weddings, he said.
Responding to a question on whether the National Day Parade (NDP) on Aug 9 will be affected, Mr Lawrence Wong said: “For large-scale events, we are reviewing all the measures.”
