Let put it this way :-
Karma that govern and destined the fate of 6 realms sentinent beings lives are as follow:-
(1) Human Law - if not sufficient, Heavenly Law will take over.
(2) Heavenly Law - if not sufficient, Universal Law of Karma will take over.
(3) Universal Law of Karma - will calculate karma up to the infinite end of Universal Time until this Universe expire (and a new Universe is born again - hopefully not - so long as all sentinent beings are salvaged).
Each level will have the karma compounded and magnified - if the karma is not fulfilled.

It means - every events (every thoughts, every speeches, every actions) --- will have its cause and effects - in the Law of Causation.
Good or Bad Karma is the manifestation of right or wrong thoughts, right or wrong speeches, right or wrong actions.

Follow the Law - Human law, Heavenly law, Universal Law ---- then there will be harmony.
Run against the Law - there will be chaos, conflict and disharmony.

That is, karma use "justice" as the deciding factor and not "relationship" as the deciding factor.
