When there are deadlocked in a dispute - where neither sides have undisputed win on a claim - a third party international court arbitration is the best solution - to prevent outbreak of war.

International court look at evidence and preside judgement - that will be the fairest to both disputing parties.

Human legal law - is the 1st line of Universal Law of karma administration.

Advantages of relying on International court for arbitration has also other advantages :-
(1) It is fair - as it look at evidences
(2) Country whether small or big - are treated fairly. (It remove the unfairness of might is right).
(3) Judgement made will be respected by both disputed parties and the International Community - and war or conflict can be avoided.
(4) Human legal law - is the first line of Universal Law of Karma - that will be respected by Divinity - Heavenly Law and Universal Karma. If the legal judgement err or unfair - the next line of karma will kicks in - ie. Heavenly Law and then Universal Law. The final judgement is always fair.

 Thus to prevent the outbreak of war - International Court (which is humanely possible) - is the best conflict resolution mechanism as it does not favour any disputing parties - but solely look at evidences to preside judgement.
