Look like the dns record is removed from the Telco SP DNS. That is why the web page hit cannot access the URL of the webpage for the Chronicle - as not able to resolve the IP address with the URL.

For the Sarawak report - look like the Telco SP web proxy provide a blacklist to filter access to this webpage. Thus with VPN IPsec - can bypass the webproxy - as VPN IPsec is encrypted and webproxy is not able to decrypt the VPN tunnel unless it possess the right encryption key.
