Because talks can bring about "Win-Win" outcome.
Confrontation - a tit-for-a-tat - will bring about "Lose-Lose" outcome.

Talk appeal to cool-headed rational heart and mind - result in positive outcome.

Confrontation appeal to emotion and irrational sentiment - and result in manifested adverse outcome.

Eg. in maritime dispute in Asia Pacific region :-
- Confrontation result in manifested collateral damages where people got killed and injuries, business got smashed up and investment leave - economic damages substantial.
- Talk and diplomacy to iron out differences - bring about better outcome and business opportunities.

Eg. in East Europe :-
- Confrontation result in thousands of deaths and injuries, properties damage and huge economic loss - with collateral damages.
- Luckily no war break out - that may trigger a massive war in Europe if 2 blocs lockhorn and worst may even trigger a WW3 if fighting escalate.
(2014 is a very lucky year because - no major war break out in East Europe - that may trigger a WW3.)

Thus talk and diplomacy - is the best approach, not confrontation.
