Many Buddhist temples in addition as a place of worship will also allocate some space for columbarium.
Prayers and offerings are made during Ullambana (盂蘭節) a traditional Buddhist and Taoist festival.
So not sure what is the fuss.
It is just like Halloween that is celebrated openly.
When a hospital is built, it is implied that mortuary will go along with it.

And it is implicit that Buddhist Bodhi Vows - seek to liberate and alleviate the sufferings of all 6 realms sentinent beings - not just for human beings only.
6 realms sentinent beings include lower realm and higher realm sentinent beings that include:-
(1) Hell realm beings
(2) Hungry Ghost beings
(3) Asura beings
(4) Animal beings
(5) Human beings
(6) Heavenly realm beings
- and all will go through the vicious cycle of birth, life, sickness, death and rebirth - a natural Samsara of birth, death and rebirth.
What is there to fear from a columbarium - where the death are more harmless and peaceful - as they don't fight, don't harm, don't kill others.
