Probably such disaster can be managed by :-
(1) kill less trees and forest
(2) proper drainage system to manage flood
(3) sea level rising due to greenhouse effects
(4) build houses with 1 storey higher - to prevent water from entering the houses and damaging properties.
(5) stock up food and water during monsoon season - so that mass evacuation may not be necessary until the flood reside.
