USA simply doesn't know how to deal with DPRK, as it has to consider the interests of Japan, Russia, China and South Korea, before it takes decisive action against cyber crimes committed by DPRK [at least, that is what we are being led to believe; whether it is true or not, who can say for sure?]

  Others have been used as proxies (forward and reverse proxies) to access another party system.
  
  Tracing will stop at the proxies (and what is behind the proxies will not be known unless the proxies owners reveal who is accessing its proxies).
