💬 How do the new tightened measures that will take effect on May 8 affect you? How can we better protect one another and play our part in the fight against the pandemic?  

There was some respite on Wednesday with just one new Covid-19 case in the community being reported, although the number had hit 62 over the past week - more than the total for the first quarter of the year.

Still, there was no let-up in precautions.

In view of the measures recently announced, Singapore is gearing up for a temporary disruption to its re-opening plans, as it raises its defences against the coronavirus following the worst spate of Covid-19 community infections in close to a year.

Pre-schools will impose curbs on parents entering their premises, restaurants are scrambling to rearrange bookings made for Mother's Day this weekend while more people will start working from home even before restrictions are tightened on Saturday (May 8).

It was slightly more than a month ago when authorities announced that capacity limits at large-scale business events here will be raised to 750 people.

This kicked in from Apr 24 and was cheered by some in the pandemic-battered meetings, incentives, conventions and exhibitions (MICE) industry as a move that brought “renewed optimism”.

1. The 1 community case yesterday and the reducing number of community cases the day before - is a good sign that we maybe able to contain this wave of infection.


2. However, as there are so many disparate unlink cases previously that are found in many places - we should not let our guard down ---- until end of the month - ie. end May 2021 as declared by Government --- to see if indeed, the infection number in the Community are controlled and contained to 1 or if possible zero for a sustained period.


3. What should we do to ensure the Community spread is contained and controlled :-

a. Wear masks when we go out - and wear it properly and wear it well.

b. Ensure good hygiene - by washing our hands well - if we eat or touch anything.

c. Maintain social distancing - by not congregrating and observing the restriction of keeping to 5. 

Wear masks when in a group (notice that some elderly are not wearing masks and talk in the void deck benches around a table. And this are recalcitrant ones ---- since day one.)

d. Bring tracetogether token whenever we go into the public - to ensure contact tracing is effective.

e. Business should ensure 50% - hybrid work from home and work in office.


4. What should the Government do well:-

a. Do effective contact tracing - via SafeEntry, tracetogether, and other means.

b. Do well in monitoring - eg. sewage monitoring in dorms, hospitals and other high dense living settings etc.

c. Do well in covid testings - according to MOH guidelines to identify vulnerable groups.

d. Ramp up vaccination ---- this is the most effective solution to curb spreading, infection and contain the covid (though not 100% but 95% effective ---- still remain the more potent solution to stop this covid pandemic).

- If possible, bring forward the date of vaccination for 45 years and below - because this group form the largest group in our workforce and are actively interacting in the public.

- Note :- other than TTSH cluster --- most infected people are the working group (including medical staff) and workers (eg. ICA officer, cleaners, Pasir Panjang worker etc).

- So if the working group are vaccinated, then high chance of community spreading can be prevented, or greatly minimised.


5. Meanwhile, continue to monitor the infection number up to 31 May 2021 - to see if the infection number keep going down until 0.

- If this wave covid is contain - then we will be "off the hook" this round because :-

a. 15% of our population are fully vaccinated with 2 jabs. 

b. 39.5% of our population (2,213,888 out of 5.6 million people) received the 1st jab. (Then become important to quickly vaccinate our 45 years and below workforce ---- as this round of infection show infection comes from the working group and medical group).

c. Effective contact tracing --- safeentry and tracetogether do a good job to quickly identify close contacts 

d. Effective ring-fencing ---- data analytics do a good job in mapping out the close contacts and ring-fencing can be quickly and effectively carried out through quarantine and SHN.

This will have prevented and limited the spread - together with higher population of vaccinated people to curb the spread.

e. Quickly tightening the restriction measures from Phase 3 to Phase 2 - to have effectively cut the spread --- but come as a cost to some F&B business, mall business, transport, tourism, hospitality and air travel.

f. I hope the tightening of the restriction to Phase 2 --- is not so damaging to our Economy --- and hope that another Budget or a draw on our Reserves will not be necessary ---- as the JSS (Job Support Scheme) --- that is ending in Jun and Sep 2021 are still in place.

Given the quick mutation of the virus, we like the rest of the world have to be flexible to respond to these fast moving developments. If safe distancing measures need to be tightened, so be it. Having said that, we are in Covid19 fatigue but we still need to remain vigilant because as long as the vaccine rollout is not completed yet, a resurgence of Covid-19 can easily overcome our healthcare system with tragic consequences. Just look to what happened in India. Singapore is too small and too vulnerable to allow that to happen here.

1. I think Govtech could :-

a. Take back the out-of-battery token - *put in a new battery* - extract the data from the token chip eg. its mac address, corresponding name and IC, and contact data - record it into the server.

- wipe the data clean, remove the sticker with written name on and replace with new sticker

- *reissue the token with the same mac-address but tag to a new issue name and IC*.

- cannot imagine they throw it away and generate more IoT waste - recycling should be the best option.


b. *Look at the name written on the TT token label*, *tally with the CC return list token* - and tag it without reading the data - unless SafeEntry or TT gateway indicate this mac-address/name/IC has close contact with infect - then do "a".

Dispose the TT token after a few month or recycle the TT token after a few months by doing "a".


c. *Scan the QR code* on the TT token - to identify the mac-addres/name/IC identity - if pick up by SafeEntry or TT gateway as likely close contact as in "b". Insert battery to read data.

Dispose or recycle after a few month or reycle as per in "a".
