An $800 million support package that includes enhanced wage subsidies under the Jobs Support Scheme (JSS) and rental relief will be rolled out to help businesses and workers cope with the impact of tightened Covid-19 restrictions.

💬 What are your views on the enhanced support measures for affected businesses, workers & individuals?

The Ministry of Finance (MOF) announced on Friday (May 28) that these support measures will include more wage subsidies for affected employers to retain workers, one-off payments for individuals and rental relief.

No additional draw on past reserves is expected at the moment, the ministry said, as the measures will be funded through reallocating development expenditure.

Speaking at a virtual press conference, Mr Wong added that the tightened measures have also been helping to curb the spread of the virus. "Therefore, we do not think there is a need for further tightening in our overall posture," he said. A fuller update will be given at a press conference by the multi-ministry task force on Covid-19 today (May 31).

Prime Minister Lee Hsien Loong will address Singaporeans on the country's approach to tackling Covid-19 in a broadcast today (May 31) at 4pm.

Applications for the Covid-19 Recovery Grant - Temporary (CRG-T) will begin on Thursday (June 3) and end a month later on July 2.

The grant, first announced on Friday (May 28), is meant to assist lower- to middle-income workers who have been financially impacted by the latest Covid-19 restrictions.

There are loopholes where companies are taking advantage of.

[11:43 am, 31/05/2021] +Jospeh Ong: To be fair, I think our Govt have already been doing a fantastic job, not just coming up with the assistance/grants, but also how quickly the funds have been disbursed. 

There are definitely those who really don’t know what financial assistance they are eligible for, and/or how to apply for it. Maybe we can setup more “community outreach” teams to assist directly on top of the current media campaigns. 

On the other end of the spectrum though, are fraudsters who take advantage of the situation to illegally enrich themselves. Assistance schemes/grants always seem to attract fraudsters who have no qualms exploiting loopholes and hide behind the letter of the law, intentionally misinterpreting the meaning/intent, at the expense of fellow Singaporeans who are in real need. 

I think the Govt should also channel some resources towards uncovering and punishing such dishonest people. Explore whistleblower programs to complement official efforts. 

Make the penalty disproportionately harsh so that people will think thrice before attempting it. Show that it’s not good enough to just follow the letter of law when the action obviously goes against its spirit.

1. This $800 million support package - is not a broadbase budget for everyone --- but a targeted assistance to those sectors, business and individuals - who are directly hit by the Phase 2HA lockdown.


2. Thus very clearly, those business such as tourism, retail, F&B, airlines, public transport etc as well as jobs in these sectors that are impacted due to no-pay leave, pay cut -- should apply for this support package.


3. Those business sectors and workers whose jobs or pay are not affected should not apply for the support package --- so that right financial assistance should be given to those that needed them.


4. For all individuals that need to stay at home to work and to study - electricity and water bill will go up. But I believe the U-save GST voucher that are given to the various strata of HDB household ---- should be able to subsidies the increase in power and water bill due to the need to work and study at home.


5. Also the GST voucher to be dispense in Jun and Aug 2021 - for lower and middle income earners as well as the CDC $100 voucher that will be dispensed at a later date - will help to cushion the impact of Phase 2HA lockdown.


6. We need to be careful on how we use our Budget - in particular the needs to dig into our financial reserves - as they are our many generations of hard-earned collective accumulation of National Wealth - that are vital to sustain our Country and our future generations.

1) Doing very well so far. Applaud the test kits for sale soon and testing as a new normal so we can enjoy events and gatherings in the future.

2) Good that gov target kids first as they seem to be particularly vulnerable for new variant. Another Visionary move I may say.

3) My concern is the number of open clusters and unlink ones. Currently we have 39 open clusters and 20+ unlinked cases per week. If we allow dine-in too early in June we might have another wave of infection.

HR/Management cannot be expected to monitor every single employee's movement and micromanage everyone. A lot of employees remove masks to drink water/coffee/tea but slowly drink for a long time; it makes it very hard for the HR/management to enforce too (cos the HR/management will look bad if they tell the employee to finish drinking the coffee within 2min, for example)..

From 11.59pm on May 29, Singaporeans and permanent residents (PRs) will have to test negative for Covid-19 before returning to or transiting through Singapore, as the country further tightens its border measures to manage the risk of imported cases and virus transmission in the community. 

Tightened measures have also been introduced in the community, and vaccination roll-out ramped up - with the Pfizer-BioNTech vaccine authorised for use for children aged 12 to 15. 

💬 What do you think of the further tightened border measures to reduce the risk of imported cases? Parents, what do you think about vaccination for kids between 12 and 15-years old as part of the nation's efforts to protect Singapore and Singaporeans against COVID-19? 

All travellers will have to present a valid negative COVID-19 polymerase chain reaction (PCR) test result within 72 hours before they depart for Singapore. They will have to show their results again upon arrival in Singapore, before taking a PCR test and serving a 21-day stay-home notice (SHN).  

The Government has lengthened the SHN period for travellers from higher-risk countries or regions, and stopped accepting new entry applications for work pass holders from higher-risk areas for now. Long-term visit pass holders and short-term visitors who have been in Bangladesh, India, Nepal, Pakistan and Sri Lanka within the last 21 days have also been barred from entering Singapore.

2. But population need to ramp up our vaccination to protect ourselves - as we cannot close our borders perpetually - without incurring big impact to our economy.


3. The current foreign workers shortage in the construction sector already showing the negative impact - and many public projects are delayed not withstanding many private projects.


4. I support the vaccination of the age 12 to 15 years old to protect them as many students are infected in this current wave of infection.


5. The after effects of infection has long term damage to the patients.

But Citizens should be tested upon arrival, we shouldn't let our own ppl stranded somewhere if they can't get a swab test. Anyway, Citizens got nowhere to run, swab and SHN until result is clear. I hope the government is aware of such groups and act swiftly to nip them in the bud.

Of course we got to be fair to passengers of the same plane. But I guess, risk containment measures can be imposed to minimise the risk. 6. With both vaccination and treatment drugs complementing one another - Singapore can safely and confidently prepare ourselves for the covid endemic - without having to take drastic lockdown measures.

Discourse 2 - Mindfulness (Staying at the present moment) (活在当下)

My Son - Got distracted and thought he did not pay for his meal - while I say you have already paid.


I say - Did you not practice Mindfulness meditaion? If you have you will be mindful - and will stay at the present moment)(活在当下). 

Then you will be very focus in every thought, speech and action (staying at the present moment) - and will not get distracted - and you will do no wrong --- because you are mindful at every moment.


My Son say - I did not see progress when observing my breath in and breath out in meditation, that is why I feel discouraged. 

(My Son is an engineer and want scientific method to measure his progress).


I say - Then I will teach you a scientific method to practise your meditation (Anapanasati meditation - Mindfulness meditation of the breath and Satipathana meditation - 4 Foundation Mindfulness)


1. Observe your breath in and breath out --- then Count 1.

2. Continue counting until 10. (Breath meditation)

3. If you get distracted by stray thoughts, sounds, pain etc --- draw your mindfulness of the phenomenon - and then pull back to your breath and continue counting).

4. If you successfully count group of 10 say 50 times in 15 minutes meditation or group of 10 say 100 times in 30 minutes in meditation.

Then you have "very good mindfulness and concentration in meditation".

5. Next meditation if your group of 10 count increase to say 51 times in 15 minutes meditation --- then you have progress in Mindfulness and Concentration.

6. This is a scientific method to measure your progress in meditation.

7. Resolve in meditation for 15 minutes or 30 minutes every day --- is a measure of determination (like need to eat lunch and dinner everyday).

8. Scientific measurement of progress in meditaiton - is by how many group of 10 count in breath meditation.

9. Breath meditation is (Staying at the present moment) (活在当下).


My Son say - I will use this "Scientific method" - to measure my progress in meditation.

It has been a week since Singapore tightened our COVID-19 safety measures on 16 May, including banning dining in and restricting social gatherings. In addition, the Government ramped up testing and surveillance so as to detect and isolate COVID-19 cases early. 

💬 How are you adapting to the tightened COVID-19 measures? What are your views on Singapore’s response in tackling the COVID-19 community cases?

Speaking at a virtual event on Saturday (22 May), Minister of Health Mr Ong Ye Kung said that the number of coronavirus cases here was stabilising, with around about 20 to 30 cases a day since the heightened measures were introduced. However, Mr Ong cautioned that “We still have to watch for a few more days before we know which direction the cases are heading. But also continue to do our part, so that we can suppress it".

Over the weekend, two infections were detected after residents living at Block 506 Hougang Ave 8 underwent a mandatory COVID-19 test, after some residents were found to have tested positive for COVID-19. Residents living at Blk 559 Pasir Ris St 51 will also undergo a mandatory COVID-19 test from 24 - 25 May. 

Mr Ong also said in a Facebook Post that close to 80 per cent of recent cases involve those who have not been vaccinated. Many of the vaccinated COVID-19 cases are front-line workers.

In addition, MOH announced that Jem and Westgate would be closed for two weeks for deep cleaning, after investigations found that there is likely transmission among visitors to the malls. The closure aims to break any potential chain of transmission.

3. We can see that the moment we close our border now to India, no more construction workers can come in --- and many of our construction projects stall - because we don't have enough Indian workers.


4. Thus the long term solution - is mass vaccination to achieve herd immunity for our population. 

Eventually, once this is done, we need to open our borders to India - as we need their construction workers --- else our Construction sector is in doldrum.

Also, if you help, be really careful not to accidentally hurt the fellow badly or worse, kill him, because you can be charged with a very serious offence even if it was to intervene or it is accidental.

The "safest" course of action may still be to record the incident, and then verbally try to intervene/tell the fellow to stop.

Especially if, aged or physically weak, I would advise against engaging the fellow  😓

If you can make it MANDATORY for employers to give FDWs at least 1 day off per week, I don’t see why you can’t pass a temporary law during this critical period, to stop FDWs from roaming the streets on their off days and instead, place the burden on employers to enforce a “non-law”. 

While i have no problem encouraging my FDW to stay home because she has been with our family for over 10 yrs and is equally terrified of catching CV19, I can imagine there are many others who don’t enjoy this same privilege. 

If you have been keeping an ear close to the ground, you would probably be aware that FDWs now have the upper hand when it comes to negotiations of employment terms due to the availability of replacement …

MOM issued an "advisory" last week, to "strongly encourage" FDWs to stay home on their off days.

My point is, issuing this toothless advisory is meaningless since FDWs who are matured/sensible, would anyway ask to stay home on their days off or ask to cancel their weekly leave (and be paid for work) instead.

On the other hand, for FDWs who are taking the situation lightly, they would probably insist on exercising their right to go out on their legally mandated weekly off-day against their Employers' wishes/concern.

So, if the Govt is really concerned that FDWs mingling irresponsibly on their day offs is a potential threat during this period when community cases are rising, then they should make it explicit and enact a temporary law requiring FDWs to stay home even on their days off.

Besides, no one is saying don't pay your FDW for working. The current rule/law mandates that your FDW may choose to stay home on their days off, but they must be allowed to rest and not be made to do household chores etc.
