The Government announced a S$1.5 billion support package on Tuesday (Jun 21) to counter rising inflation, targeted at providing "immediate relief" for lower-income and more vulnerable groups.

Deputy Prime Minister and Finance Minister Lawrence Wong announced the details of the new package, which builds on the support measures in Budget 2022. There is no further draw on past reserves.

๐Ÿ’ฌ What are your views on the recently announced support package? How else do you think the Government can do to help Singaporeans manage the rising inflation?

“The Ukraine war has put tremendous stressors on global supply chains, and protectionist measures by countries have compounded supply chain disruptions,” DPM Wong added. “Global energy and food prices have risen sharply and we must expect global inflation to broaden to other areas and even to pick up further before it stabilises and gets better.”

 Here is what you need to know about the new support package:

๐Ÿ“Œ GST Voucher – Cash Special Payment

GSTV-Cash recipients will receive up to S$300 cash in August with about 1.5 million Singaporeans are eligible. This payment is on top of the regular GSTV-Cash amounts they will receive this year. Taken together, GSTV-Cash recipients will receive up to S$700 in August this year.

๐Ÿ“Œ Household Utilities Credit

All Singaporean households will receive S$100 utilities credit by September to help offset their bills. The one-off credit will be provided to all Singaporean households, including those living in private properties.

๐Ÿ“Œ Enhanced ComCare scheme

The ComCare scheme will be enhanced to provide additional assistance to households on short-to-medium-term assistance and long-term assistance. 

๐Ÿ“Œ Enhancement of Singapore Allowance and monthly pension ceiling

The ceiling for pensioners who draw lower pensions will be enhanced by S$30 each, to S$350 and S$1,280 respectively.

๐Ÿ“Œ Support for taxi main hirers and private hire care drivers

Eligible taxi main hirers and private hire car drivers will get a one-off relief of S$150 in August. As part of support measures for self-employed people, combi bus drivers, limousine drivers and delivery drivers and motorcycle riders will get up a one-off cash relief of up to S$300.

๐Ÿ“Œ Progressive Wage Credit Scheme

The Government’s co-funding share of eligible wage increases in 2022 will go up from 50% to 75% for resident employees with gross monthly wages up to S$2,500. For wages above S$2,500 and up to S$3,000, the co-funding will be raised from 30% to 45%.

People on higher incomes needto be more strategic with their spending. Less wasteful items. More on things that have longer value and are able to be passed on.

Assume government ban social media platforms - and people use VPN to bypass the ban - then even if government inform social media operators to remove the contents - they won't do so.

So if terrorism content continue to be hosted - our government will not be able to do anything - then we all die.

But if we engage social media platforms operators to continue to use them, we still can regulate them and ensure our security are safeguarded.

Tampering with gst - eg. Which items to go under gst and which will not - will be a nightmare.

Also it will mess up the market dynamics and bring unintended result to the market behaviour that will have adverse impact on consumers like us.

For example, Malaysia implementing price control on chicken is a good example - it did not keep chicken price low - but instead led to supply problem as rearers refuse to rear chicken due to low price and results in spike in chicken prices.

It has to quickly reverse its policy by lifting price control and provide cash relief to consumers instead - to restore chicken supply and help consumers to cope with the relief cash.

It is better not to meddle with the tax structure but offer relief to consumers like us.

Next I want to discuss the WP message of their approach to curb the inflation :-

1. More wealth taxes

2. Raise reserves contribution ceiling


More wealth taxes

1. As previously discussed, raising more wealth taxes on the small group of rich people in Singapore - will backfire.

2. Because rich people are very versatile - they can transfer their money out within minutes from their computer - if they realise they are always "target or milk" - to pay more than their fair share of tax.

For example, rich people are already paying a large share of our tax - income tax, corporate tax, properties, car COE, ARF, road tax, branded goods and services that fetch higher GST.

3. If we levy more wealth taxes, we will not only chase our rich people away by migrating, we will also fail to attract more rich people into Singapore - as other hubs are successful in attracting these rich people eg. UAE, Australia (no inheritance tax) etc --- while US, UK see rich people leaving because they start taxing the rich people.

4. The moment this rich people leave --- we have no "wealth taxes" to tax --- and then we will have to raise higher personal income taxes and gst on our middle income and lower income people (more than 9%) --- will be the double digit figures ------ in other words ---- it "Backfire" on us.

Raise reserves contribution ceiling

1. By raising the reserves contribution ceiling - we are in fact killing the goose that lay the golden eggs.

2. Currently GST revenue collection is $11 billion. And to avoid the GST increase from 7% to 9%, suppose

3. Suppose we increase our NIRC from 50% to 60% from the reserve. The 10% for example cost $5 billion which suppose to be able to plough back into the Sovereign Fund to grow more interest income at 4% - which is $220million.

4. If we raise our NIRC to 60% to replace the GST tax increase - that means every year - we lose $5 billion + $220 million earning that our Sovereign Fund can earn.

5. If we maintain NIRC contribution to 50% instead of 60% - our National Finance can have an additional tax revenue of $110 million - with $110 million plough back to our Soveriegn Fund to reinvest. Also we keep our $5 billion every year to grow more revenue.

6. By raising NIRC from 50% to 60% to fund our tax --- for 10 years will means :-

($5 billion x 10 years) + ($220 million x 10 years) = $50 billion + $2.2 billion = $52 billion - that we can earn from Sovereign Funds - but recklessly spend away --- a very "hefty sum" of depleting our National Reserves.

My close friend comments:-

I think sg fundamental models still there and correct but needs some checks and controls. 

The current inflation is driven by shortages (whether due to climate change, supply chain fractures, raw material sanctions) are largely outside of sg control. 

But price hikes due to rental jump to me exploitation of situation.

For humble Singaporeans who need to get by, we can turn to market stalls, hdb shops etc.

I don't know how much of these spaces rental can still be controlled by gov. 

Selling coffee shop at a dizzily high price of $40M just forcing stall holders to pass their rental costs to lay person who are already coping with other rising costs.

Bread, coffee, tea, milk, white meat, red meat, vegetables and selected local tropical fruits. 

These basic foods are daily consumables for all households. Perhaps, policymakers should rethink how to formulate a new and stable price level for these necessities to reach an acceptable inflation for all going forward into Q4?  

For private and public rentals, it will be tougher to enforce a price control mechanism. It has been tried and it was not an ideal economics choice. 

So will taxpayers be willingly subsidise rentals and or subsidise selected daily necessities? What's the quantum and where to stream these revenues?

People will substitute for lower cost goods, taxes should not be part of the decision making process. So we should have one uniform rate for GST and no exceptions by product sub-type, 2) Handouts to every household are not appropriate nor sustainable in the long run. While Singapore's subsidies are modest per person, we can see in the UK and Canada the impact of higher debt levels in part from handouts for all during the pandemic. It is much better to target subsidies or cash to those who are truly in need. Whether this is determined by housing type, previous year's NOA, or sector of employment depends on the context of what triggered the subsidy. In terms of what more the government can do to help reduce the impact of inflation it really is doing what it already has been doing for some time: 1) attracting investment in growth areas and helping workers reskill for those industries or job types; 2) keeping Singapore efficient and competitive by keeping regulations streamlined; 3) helping those who are vulnerable or most at risk of not being able to adapt to higher inflation; 4) disincentivizing speculation (i.e. housing) and cracking down on price gouging.

It seems a hypocrisy taking context from the agreed Paris agreement. A backward into fossil energy supplies, maybe there is not much a choice for EU nations to try stopping the war from escalating into a massive one. Hopefully things will descalate into negotiation, it is highly unlikely to happen!

By observing quietly at the sidelines - I realise that it is important for politicians to possess 2 eminent qualities -- so that the Government can run the Country well and oppositions must also posess these 2 eminent qualities - in order to make our Parliament a World Class Parliament - to bring in quality ideas, so that constructive debate and discussion can take place which can help the Government formulate good policies that benefit our Nation and our People.


2. Political Parties must make up of candidates that have these 2 eminent qualities :-

a. Epistocracy - Candidates with Competence and Insight in Political Knowledge and Governance

b. Technocracy - Candidates with Professional knowledge in Specialised Field and in Science

Government are not elected based on popularity (a core feature of Democracy system) ---- but proven "Competence" in Governance that cover the entire spectrum of running a Country.


3. I feel that we are very fortunate our current incumbent political party and the civil service - possess both of these 2 eminient qualities since Independence.

But our oppositions still have a long way to go.


To elaborate on the 2 eminent qualities :-

4. Epistocracy is characterised by candidates who have deep political knowledge, attentive to micro issues, possess macro views - on domestic and global issues, able to connect all the dots - to form a complete picture of the issues face by the Nation (based on domestic developments and Global developments) - that cut across politics, economy, social integration, security (external & internal), welfare, community development, education, healthcare etc.


5. Technocracy is charaterised by candidates with deep professional knowledge and expertise in their specialised fields eg. IT, Finance, Economics, Taxation, City Infrastructure Planning, Manufacturing, Sustainability, Law, Military, Internal Security, Healthcare, Education etc - whereby candidates must demonstrate deep knowledge, proven performance, display relevant skills in their respective field of expertise - to make informed decision that affect the population and the Nation.


6. Democratic Government is elected based on "popularity" - and the demerits of such a system is a less than competent government could be elected by making all sorts of promises to please the voters in election that cannot be fulfilled or if can be fulfilled will have a long term detrimental effects on the Nation or the population; or a coalition government with diverse political interests that tear the governance or Society apart; or a bi-partisan deadlock government with views and interests of uncompromising opposing poles that cause the Nation to plunge into inertia could be elected ---- 

The democracy system (in many Countries) already demonstrate such governance become extremely difficult, ineffective, deadlock, inertia, chaotic, quarrelsome, polarised, divisive, and repeated re-elections have to be conducted as the coalition government break apart - that divide the population rather than unite them for the greater good of the Nation  --- 

Such breakdown override the merits of Democracy which suppose to be characterise by political and social freedom, check and balance in the government policies, constructive debate and discussion that produce a more balanced policies that benefit the people, and gaining legitimacy to government through mandate given by the population through votes.

(A feedback and indication of support by the voters - via the democractic process to the Government that the policies formulated indeed benefit the people).


7. Looking ahead, I hope that our incumbent party continue to strengthen, deepen and widen the 2 eminent qualities - so that our Governance is sound, stable, competent and yet compassionate.

This will ensure the "Episto-Technocractic" Government have to think deeply in formulating and implementing their policies -- to benefit not only the Nation, the elites but also cover the majority of the population it represent.

Some population that fall through the crack - must be actively identified, sorted out and look into - to ensure no one is left out by the "Episto-Technocractic"  Government - by introducing relief measures that the policies fail to address.

This will ensure not only the majority needs will benefit from the policies but those who fall through the crack - are also address.


8. For the oppositions, there will be alot of catch up to do - if they want to be treated seriously in the Parliament.

1. This current runaway inflation brought about by pandemic, global climate and war - is unprecedented - that trigger a record inflation in history.


2. This inflation impact the whole strata of the population - regardless of rich, middle income and lower income - and for the 1st time I hear people living in landed properties, condo and hdb flats alike - lamenting the unbearable high cost of living.

Ultra rich like SEA (Shoppe), Grabs, Hadilao and even the richest guy in the World Telsa - see a mammoth pare down of their stocks and wealth - losing multi-billions losses.

I also hear those living in landed properties exploring ways to reduce their energy bill - by studying how they could install solar panels - instead of draining away their power bills through the energy price they have to pay now.

People living in condo - say food and energy and fuel prices --- burn a big hole into their earnings.

So not only hdb flats dwellers - but other housing types also suffering.


3. Hence I support the Government announcement of additional support budget $1.5 billion - to help every household regardless of income status.

The GST up to $300 and utilities relief of $100 per household - to all income status - is welcome - politically and socially correct. It signal Government look after everyone. 

And the current support budget is drawn from surplus fund from last year Budget - without drawing from our National Reserves.


4. Going forward, if the inflation still remain stubbornly high as Global conditions did not turn around - then any surplus from our upturn in our Economy that contribute to our National coffer - can be further tap on to provide further support if needs be (without again drawing from our National Reserves).

We should consider postponing refunding our surplus budget into our Soveregin Funds - as the post-pandemic has been complicated by the Ukraine war that disrupt the energy and food prices.
