Deputy Prime Minister Lawrence Wong on Tuesday (June 28) called on Singaporeans to offer ideas to shape the future of Singapore, which he described as at a crossroads post-Covid-19. Their contributions will be part of a Forward Singapore road map to be released in the middle of next year that will set out both policy recommendations and how various parts of society can better contribute to the nation's shared goals, based on its values of a united people and a society that is just and equal.

The year-long Forward Singapore exercise will be led by DPM Wong and will have six pillars headed by his fellow fourth-generation leaders, in areas such as jobs, housing and health. DPM Wong said he understood the struggles that Singaporeans face - perhaps more so today than in the past - and added that he hopes to have honest conversations about these concerns and how to tackle them together.

As the world and society have changed and continue to change, it cannot be business-as-usual as today's stable state of affairs can be easily disrupted tomorrow, he said. The city-state is in better economic shape than most, and has shown a strong sense of social solidarity amid the pandemic. Strengthening the social compact means Singapore can turn each set of challenges into opportunities, which DPM Wong cited as a key reason for embarking on this exercise.

But all this requires more resources, so society has to collectively determine how much more the government should spend, and on what, as well as how much more people are prepared to pay to fund this spending, said DPM Wong. A strong social compact must provide not just for this generation but across generations, and "it is our sacred duty not to squander what we have inherited", said DPM Wong. "I hope we can all approach this with open minds and big hearts, be willing to give and take, as we negotiate difficult trade-offs, so we may arrive at where we want to be, stronger and more united than when we started."

Whilst I recognise Singapore's Education System is very good for kids with Academic ability - all the others are left woefully behind and feel like they are failing. He identifies that well off parents are able to support their kids through tuition and extra curricular. We really need to overhaul our education system so that academic kids continue to do well, but there is an equally valuable and attractive path for kids who have other abilities.

Ensuring social compact ensure life satisfaction, address pain points that our citizens face, address them, uplift everyone - and this will ensure unity while avoiding fractures from emerging within the Society.

As a result, political continuity and stable Government will be assured.


2. Secondly, organising the exercise with 6 pillars helmed by the respective 4G leaders - assure Singaporeans that our Nation future is in good hands - and the hallmarks of Epistocracy (Deep insight in political governance) + Technocracy (Deep expertise in the respective Economic and Social sectors) - that cover the entire spectrum of running the Government machinery is well taken care of.

As quietly observed, 3 important areas - namely Defense, Internal Security and Foreign Affairs - still helm by 3G leaders.

d. Job security, job opportunities, stable Jobs, disruption by tech, displacement by industry shift, re-employment for the young and the mature workers

e. Energy security and energy prices

f. Healthcare - affordability and prevention of future Disease X.

g. Child education - ensure children drop off from traditional avenues can be reimmersed in other avenues and catchup.

h. Fiscal budget - balanced budget, sustainable tax revenue, help for needy and ensure reasonable wealth tax but not excessive that will chase away wealthy and impact tax sustainability.

i. Bifurcation of economy, supply chain, technologies, finance and geopolitical dynamics - how does it affect us.

j. Active ageing, sustainable ageing and elderly care.

A New Governance System - for the current World

A new governance system may be more appropriate for the World - as opposed to "Democracy versus Communism" - the 2 eminent Governance System that dominate the World today.


1. This new system - should be a hybrid of Epistocracy (Competence and Insight in Political Knowledge and Governance) + Technocracy (Professional knowledge in Specialised Field and in Science) ------- thus Government are not elected based on popularity (a core feature of Democracy system) ---- but proven "Competence" in Governance that cover the entire spectrum in running a Country.


2. Once the candidates of this hybrid Governance System "Episto-Technocratic" is specially selected through a rigorous process - it should be subjected to Universal Suffrage (to undergo election - to acquire mandate from the citizens as voters) - to gain legitimacy as the rightful Government of the Nation.


3. Epistocracy is characterised by candidates who have deep political knowledge, attentive to micro issues, possess macro views - on domestic and global issues, able to connect all the dots - to form a complete picture of the issues face by the Nation (based on domestic developments and Global developments) - that cut across politics, economy, social integration, security (external & internal), welfare, community development, education, healthcare etc.


4. Technocracy is charaterised by candidates with deep professional knowledge and expertise in their specialised fields eg. IT, Finance, Economics, Taxation, City Infrastructure Planning, Manufacturing, Sustainability, Law, Military, Internal Security, Healthcare, Education etc - whereby candidates must demonstrate deep knowledge, proven performance, display relevant skills in their respective field of expertise - to make informed decision that affect the population and the Nation.


5. Democratic Government is elected based on "popularity" - and the demerits of such a system is a less than competent government could be elected by making all sorts of promises to please the voters in election that cannot be fulfilled or if can be fulfilled will have a long term detrimental effects on the Nation or the population; or a coalition government with diverse political interests that tear the governance or Society apart; or a bi-partisan deadlock government with views and interests of uncompromising opposing poles that cause the Nation to plunge into inertia could be elected ---- 

The democracy system (in many Countries) already demonstrate such governance become extremely difficult, ineffective, deadlock, inertia, chaotic, quarrelsome, polarised, divisive, and repeated re-elections have to be conducted as the coalition government break apart - that divide the population rather than unite them for the greater good of the Nation  --- 

Such breakdown override the merits of Democracy which suppose to be characterise by political and social freedom, check and balance in the government policies, constructive debate and discussion that produce a more balanced policies that benefit the people, and gaining legitimacy to government through mandate given by the population through votes.

(A feedback and indication of support by the voters - via the democractic process to the Government that the policies formulated indeed benefit the people).


6. Communism is autocratic, as the governmnet are not elected by the people through Universal Suffrage - and the demerits of such a system is that, it may formulate policies that favor the elites and the Nation - but while in doing so, may ignore the needs of the larger population intentionally or unintentionally even though with good intent.  

Because at the back of the mind, the Government will not lose its right to govern - as it is not subjected to election votes by the people - and thus unconsciously - will most likely not take into account or fail to look indepth into the needs of the population --- as there are no feedback from the recipient of the policies that impact them.


7. Hence to prevent the hybrid "Episto-Technocratic" Governance System from inheriting the demerits of ignoring the needs of the population - this Governance System must be subjected to Universal Suffrage - to be elected by the citizens so as to win the mandate from the people and acquire legitimacy to govern the Nation.

a. To ensure the Universal Suffrage is effective in order to keep the elected Government on the toe - so that such Government will implement policies that is best for the Nation as well as meeting the genuine needs of the population - this specifically selected candidates in the Party - must be pitted against oppositions during the Election - whereby the oppositions should make up of individuals who felt that their needs have been ignored or are not fully covered by the policies implemented by Government.


b. Such election, whereby selected candidates can lose in the election - will pose a "credible threat" to the Government candidates. - This will ensure the "Episto-Technocractic" Government have to think deeply in formulating and implementing their policies -- to benefit not only the Nation, the elites but also cover the majority of the population it represent.

Some population that fall through the crack - must be actively identified, sorted out and look into - to ensure no one is left out by the "Episto-Technocractic"  Government - by introducing relief measures that the policies fail to address.

This will ensure not only the majority needs will benefit from the policies but those who fall through the crack - are also address.


8. Hence I will classify this "Episto-Technocratic" Governance System - as the "Middle Path Governance System" to replace both the Democracy Governance System and Communism Governance System ---- as this "Middle Path" Governance System --- inherit both the merits of the Democratic System and Communism Governance System ---- while doing away with the demerits of the current 2 opposing systems.

If the world countries adopt this "Middle Path Governance System" - then there will be no divide between Democracy and Communism.

Then there will be no cold war based on ideology difference - democracy versus communism.

Then there will be a lower risk of a big fight between 2 superpowers - using ideology as an excuse.

And world population will be governed under a system that care for them under their rights as a citizen - not derail by the inadequacies of both current Governance System.

This will reset the World Divide.


[3:12 pm, 29/06/2022] +JC: To be honest, I don't feel as good about this "Forward Singapore" exercise as I was about the Singapore Conversation back in the post 2011 election days and the various initiatives (like REACH) to gather ground feedback. 

Our government should (esp after 2011) be a lot more aware about the importance of engaging the ground CONSISTENTLY. I think there are many efforts since then and my assumption is that our leaders should have a pretty good picture on ground opinions. 

If this is true, then Why do we spend this big amount of time/money on this "Forward Singapore" program?? Just to WAYANG? Just for propaganda to shove governments' thinking down our throats?

If this is NOT true, then what has the govt been doing???? Have they not learnt the lessons from past elections? Or has they gotten complacent after the R Khan incident? 

I applaud any effort to listen to the ground but PLEASE don't do this just to "show" that you are "listening to the people" -> the people will know when they are heard, through better, more inclusive and more inspiring policies. 

Case in point - look at the recent changes to cancer coverage in Singapore. Private insurance are getting a free pass to reduce their coverage and hide behind MOH's policy (which is well meaning but misses out some important details). This is covered extensively in the papers but MOH's response has been highly unsatisfactory. Is this going be the kind of policy making that will endear the govt to the people?

Deputy Prime Minister Lawrence Wong on Tuesday (June 28) called on Singaporeans to offer ideas to shape the future of Singapore, which he described as at a crossroads post-Covid-19. As the world and society have changed and continue to change, it cannot be business-as-usual as today's stable state of affairs can be easily disrupted tomorrow, he said. The city-state is in better economic shape than most, and has shown a strong sense of social solidarity amid the pandemic. Strengthening the social compact means Singapore can turn each set of challenges into opportunities, which DPM Wong cited as a key reason for embarking on this exercise.

But all this requires more resources, so society has to collectively determine how much more the government should spend, and on what, as well as how much more people are prepared to pay to fund this spending, said DPM Wong. A strong social compact must provide not just for this generation but across generations, and "it is our sacred duty not to squander what we have inherited", said DPM Wong. "I hope we can all approach this with open minds and big hearts, be willing to give and take, as we negotiate difficult trade-offs, so we may arrive at where we want to be, stronger and more united than when we started."

Even they offer $200,000 per annum salary to local - any local got the relevant skillsets to take up?


2. Eg. Nuclear fusion technology through nuclear fusion to merge atoms and make bigger atoms to produce heat and hence electricity with safety.

Unlike nuclear fission that are broken up into smaller subatomic particles to produce energy - but result in radioactive waste that can cause radiation and harm human health.

A very high pay job - any local nuclear talent to take up this job?


3. Building sea protection system to prevent flood from rising sea water - any local takers - very high pay.

So far I know Netherlands expert are employed.

Could we afford a 10% increase in headcount, our entire civil service? 

These created jobs can be meaningful especially for the 50 years and our older citizens. Afterall, there is no age limit when it comes to  serving our nation!

Deputy Prime Minister Lawrence Wong on Tuesday (June 28) called on Singaporeans to offer ideas to shape the future of Singapore, which he described as at a crossroads post-Covid-19. Their contributions will be part of a Forward Singapore road map to be released in the middle of next year that will set out both policy recommendations and how various parts of society can better contribute to the nation's shared goals, based on its values of a united people and a society that is just and equal.

💬 What are your views about the Forward Singapore exercise led by DPM Lawrence Wong? Are there particular concerns you hope to address through this exercise?

The year-long Forward Singapore exercise will be led by DPM Wong and will have six pillars headed by his fellow fourth-generation leaders, in areas such as jobs, housing and health. DPM Wong said he understood the struggles that Singaporeans face - perhaps more so today than in the past - and added that he hopes to have honest conversations about these concerns and how to tackle them together.

As the world and society have changed and continue to change, it cannot be business-as-usual as today's stable state of affairs can be easily disrupted tomorrow, he said. The city-state is in better economic shape than most, and has shown a strong sense of social solidarity amid the pandemic. Strengthening the social compact means Singapore can turn each set of challenges into opportunities, which DPM Wong cited as a key reason for embarking on this exercise.

But all this requires more resources, so society has to collectively determine how much more the government should spend, and on what, as well as how much more people are prepared to pay to fund this spending, said DPM Wong. A strong social compact must provide not just for this generation but across generations, and "it is our sacred duty not to squander what we have inherited", said DPM Wong. "I hope we can all approach this with open minds and big hearts, be willing to give and take, as we negotiate difficult trade-offs, so we may arrive at where we want to be, stronger and more united than when we started."

More important now to listen to all walks of life, if possible to cover many previously uncovered areas and improve on these lapses.

Three areas of focus are aging with supports, the future of education and new skill sets, and the emerging generation and their aspirations. 

Now it is timely for all citizens to raise their concerns or hopes, with it a simple idea or a simple request or a good suggestion.

The important point is to come forward to participate in this "Forward Singapore" platform discussions. A million citizen voices heard is far stronger than a hundred thousands reached !

Never second guessing what our policymakers and government are planning likewise our leaders should not second guess what our citizens needs and wants are! Let it be once in a lifetime open hearted talk and an united effort in sync for a common mission that is MAJULAH SINGAPURA! 

Mr Lee Kuan Yew became prime minister at the age of 35 faced with nothing in hand and built things from scratch! Our coming prime minister and his team will do the same mileage and carry that famous red colored briefcase to the success of tomorrows Singapore! The key to success is determination and selflessness, that's our founding fathers possessed in them!

We are the first world citizens, we can accommodate and include more people into our system of engagements and policymaking processes, that's itself is "Forward Singapore" - MAJULAH! Whether you are young or old, our views and voices matter most in shaping our future Singapore! 

To better reach out to community of all ages, perhaps, there may be a need to expand the GRC member to two more members. We can add two more members for SMC? Possible? One whom is age below 33 and the other above 65 years old. These two created members of Parliament shall be named as Emerging members of the community (EMP) and the Senior of the community (SMP). Let the young engage with the youngs and the senior better rapport with all seniors too!
