The Community Advisory Panel on Neighbourhood Noise is looking at ways to mitigate neighbourhood noise, which includes noise from neighbouring units or residential common areas. 

Currently, agencies have been promoting quiet hours between 10.30pm to 7am daily. Residents should avoid making noises in their homes or in the neighbourhood during this period. 

💬 What are your views on the current set of quiet hours in helping to promote a harmonious living environment? Do you agree with the current quiet hours? What noises should be avoided, regardless of the time of day? 

The maximum permissible noise levels set out by the National Environment Agency for construction work is 75dBA, a decibel scale measure, at residential buildings located less than 150m from the construction site.

It is the maximum noise level for a continuous 12 hours from Mondays to Saturdays, 7am to 7pm. For a continuous five minutes during the same time period, up to 90dBA is allowed.

1. The unit above in the high rise building - keep making noise throughout the day and night - even at odd hours.

Eg. Dragging chair, banging etc.

It stops only when the family move out.


2. This morning, above unit suddenly start hacking and drilling the toilet - without notifying their neighbours that renovation works including hacking and drilling will take place.

Parents not doing enough "parenting".

Either they r busy at work or with their own lives. They spend $$$ on sending kids to tuition, take kids out on staycations,  go travelling. 

But they dun teach values .  They let the kids develop on their own,  allow them to make choices (at the wrong age), follow American style parenting...  which lets the kids run wild...  Lacks discipline,  do not know right from wrong. 

We shd still inculcate our Asian values into our kids when they r young...  Not let them spend hours on iPads,  tablets, etc to do their own thing ....

Divergence - Convergence:

There is a divergence of the 3 social- economics components in today's cosmopolitan cities, this case we examine Singapore, one such city. 

When we compare these key components of the living habitats, there is a need to investigate the sub cultures, beliefs and practices. 

One, the "natives" residents aka citizens (Singaporeans whom stayed 20 years and longer since 1965). Two, the "recently arrived" residents (10 yrs to 15 years stay) can either be PRs or on long term work permits. 

Three, the "just arrived" ones (under one year to 5 years). 

Each group has its own unique sets of cultures, habits, attitudes and behaviors. This group can be further different by religion and or race and or age.

I lost touch of the current primary and secondary education - as my children and siblings children all grown up.

Wonder is civic education still taught in schools?

During my younger days, civic education are taught with many stories on how good people behave.

Those stories still itch into my mind and this is how we taught our children.

Our children are all well behave, kind and considerate.

Wonder such civic education are still taught in primary and secondary education?

As our population get more affluent, I hope our character and moral values also move up in tandem.

Else we will live in a more wealthy but more self serving society without consideration for others.

Higher is noisier – noise travels upwards and that is why higher floors tend to be noisier (it usually starts to reduce from around the 15th floor). Banging from construction work nearby can be heard acutely on higher floors even through the source of the noise can seem very far away.

Both need to be harmonised otherwise the dissonance can be felt by the child. 

The problem is that this has not happened in recent decades due to many factors.

I always remind and teach my kid 3 type of mindfulness:-

1. Mindfulness of our thoughts.

2. Mindfulness of our speech.

3. Mindfulness of our actions.

If we can guard our mind, our speech and our actions - anchor on good heart and mind - most of the time - our behaviour will be wholesome.

The backdrop must be - the ability to emphatise.

1. What we do can we accept as wholesome.

2. What we do to others, can we step into their shoes - and accept as wholesome.

If we cannot accept, them we cannot impose and do it to others.

This is how I remind and teach my kid.

As we know from chemistry we can obtain ethanol from refining petroleum and converting it to ethanol. However, our alcoholic beverages are from plants e.g. wine from grapes, beer from barley etc. fermentation process but it is identical to ethanol except perhaps the flavours. If we can synthesize the flavour molecules and use petroleum-derived ethanol, would we drink it?

The future of meat will likely to be sustainable meat - because global climate will make land infertile - drought, flood - and land for crops will be greatly reduced while world population will grow beyond 10 billion.

Now is 7.9 billion.

If we do not look for meat substitute such as the lab grown meat that uses very little land and infinite food source (cell can multiply and replicate) - we will go hungry as food protectionism and export ban of meat become more rampant.

As long as it is drinkable and non-toxic.

So if meat substitute are medically proven to be safe for human and approved by HSA to be edible by human - do we reject a sustainable food meat?

I won't and in fact praise our government for having good foresight to secure such food source for Singapore - and ensuring our food security.

For looking ahead - food supply shortage will be even more serious and more acute.

It will not be better off.

Ukraine, in particular, Eastern Ukraine has the thickest and blackest black (up to 60m deep) top soil in the world. There are noises near the Long term work site and small airport/base that the path of take-off and landing cannot eliminate with door and windows closure. HDB should consider using soundproof material in these types of areas.

HDB, NEA, Police, CMC (Community Mediation Centre), Town Council, or it cannot be enforced due to the resident that caused the problem was not willing to cooperate. If this issue is not resolved, it will not make sense to have the regulations and not being able to apply to the real-life situation.

Actually, if floor is not made up of solid concrete but soundproof flooring - then even if people jump up and down, or drag furniture - lower floor units will not be so affected by the noise upstairs.

Maybe HDB can consider this.

This will prevent future trouble - like government need to mediate noise emitted by neighbours.

Housing design can help to reduce future trouble - and can devote attention on other more pressing national issues.

Prefab concrete has different composite compared to say brick or concrete block.

The builder, this case can be  HDB or private developer. Who can we SOUND PROOF - floor, ceiling, walls of a flat or apartments?

Perhaps to have each block an AREA committee to mitigate and identify area of Concerns before escalating to the authority which can either be Police and or TC follows by HDB. I had just seen a complaint online at potong pasir, complaining abt road works in the wee hours.

There are citizens working in unearthly hours, how can we minimise noise when even flushing toilets will wake neighbours up?  How much rules should we implement to keep everyone happy?

I think that we need to empower authorities to deal with issues like that, but on a case to case basis. A lock up is required for this hellish neighbour to change his terrorist behaviour.

But for some people, rules and enforcement will turn them into monster.

My preference is less confrontation, but look for more creative ways such as technology to solve human problems.

Eg. My neighbour face a problem of upper unit throwing dog fur down and blow into his balcony after trimming the dog fur.

He show it to me.

I offer him 3 solutions:-

1. Walk up to the unit - and talk to them not to do it. (It may change their behaviour or worsen their behaviour).

2. Complaints to town council without showing face. (It may change their behaviour or worsen their behaviour).

3. Close the window - no fur blow in.

He chose no. 3 - problem solved.


Another person complain about upper unit smoking and the smoke go into the lower floor unit.

I offer 3 solutions:-

1. Talk to him.

2. Call town council.

(Both have the above similar consequences).

3. Close the window and use hi-velocity fan to blow against the windows - problem solved.

My neighbour choose 3.


[5:30 pm, 10/06/2022] +BL: Yes I support quiet hours. My upstairs neighbours are up at 5.30am cooking (I assume for a local hawker), and the helper is cleaning and filling buckets. I asked if they could wait until 6.30 and was told everyone in Singapore gets up early....

There are residents moving houses, visitors, foreigners visiting units, etc.; effective enforcing means more high-tech gadgets necessary to identify the culprit and resources needed to charge the offender. With the amount spent on hi-tech gadgets, any consideration of the old way - installing soundproof material?

Mitigating Noise, Climate & Pollution:

Offset area between block of flats, offset area between primary road, expressway, and multi storey carpark. Wind, sunrise and sunset, these combined factors of a particular block and a cluster of blocks. The concrete materials used for these flats, windows and doors. 

Together all these big and small variables will add up to climate, environment and pollution, this discussion is noise level.

What's the level of sound tolerance grounds up at an interval of 5 storey say within a flat, outside/opposite of a flat and a cluster of blocks?

Architects and town planners have the expertise in creating a more liveable place and a smarter use of spaces for all and not forgetting our elderly.. Before tomorrow arrives, there is a need to investigate area of concerns that are known as lapses and existing in the current public housing designs.

Afterwords:

As for enforcement of noise, the steps before the ultimatum of issuing a summon. Perhaps to have each block an AREA committee to mitigate and identify area of concerns before escalating to the authority which can either be Police and or TC follows by HDB. A lengthy process, often add to  confusing, conflicting and competing consequences?

Identify, engage, connect with the resident(s) or household, issue of concerns with the good intent of resolving amicably with GRACE.

Workable?

Caution! 

We do not want Singapore to be known as a place FULL OF RULES, every mm and rverywhere there are rules in play!

That makes living NO FUN! Let  Tomorrow be better, our HOME (明天会更好)!
