πŸ’¬ How can we do our part to protect our community from online harms or technology-enabled sexual violence cases?

Chat groups similar to the now-defunct SG Nasi Lemak, which circulated obscene photos and video clips of women in Singapore, have resurfaced on messaging app Telegram. Some of the images show young women in the nude and are pornographic in nature.

Pictures of female commuters on the MRT, selfies of women and TikTok video clips of girls in secondary school or junior college uniforms, with the usernames of the victims revealed, are also being shared in the groups and channels.

Students for a Safer NUS, a group that advocates for a safer environment on campus, posted a statement on social media on Monday to notify students about the resurgence of the groups on Telegram.

[11:11 am, 31/03/2021] +Elena Woo: I think more has to be done at the law level to protect women from sexual harrassments, stalking, molestation and even rapes. Lately too much such cases seen in the news and it is very disheartening. Imagine our own daughters facing the risk in their future... Singapore may no longer considered as a safe country any more?

[11:15 am, 31/03/2021] +Elena Woo: Suggest for Obscene photos and video clips, the author / videographer and admins of such chat groups will face harsh punishment of at least 2 years jail + 3 strokes of cane, participants who are members of the obscene chat groups will be fined or jail up to 2 years.

[11:15 am, 31/03/2021] +Elena Woo: Our sentences for molestation and rapes seem to be getting even more lenient...

[11:15 am, 31/03/2021] +Alvin Lim: Agree with Elena

[11:15 am, 31/03/2021] +Alvin Lim: I said this before going to say again

[11:16 am, 31/03/2021] +Alvin Lim: Dura Lex, Sed Lex

[11:16 am, 31/03/2021] +Alvin Lim: The law is harsh but it is the law

[11:17 am, 31/03/2021] +REACH: I'm assuming this is a tiny minority of men, which makes it hard to manage. Public information campaigns for women so they protect themselves, without pointing fingers at men in general, might help. Making it clear what is a sex crime and why it is wrong, which may sound ridiculous but clearly some don't know.

[11:18 am, 31/03/2021] +Elena Woo: I think for raping cases, the part on the age limit for caning should be removed or the offender should be chemically castrated especially if the victims are their own daughters.

[11:18 am, 31/03/2021] +REACH: Highlighting warning signs of potential trouble, eg are you being stalked?

[11:18 am, 31/03/2021] +Rama: agree on castration

[11:18 am, 31/03/2021] +CQ: the reality is that a lot of these cases happen on a daily basis, only because it's reported, generates a lot of public interest, and in turn the reporters all go hunting down these cases to report. it's not a recent trend, unfortunately...

my view is a stronger deterrent sentence should be imposed. no matter what the reason, excuse or mitigating factor, it's never ok to commit these kind of offences against women. it's not like you're quarreling with another person until you're so pissed that you threw a punch. a sexual offence is not one of impulse but an active decision.

[11:18 am, 31/03/2021] +Elena Woo: It can be 2 way to impose. 1 is the law and the other is education.

[11:19 am, 31/03/2021] +REACH: Yes agreed

[11:19 am, 31/03/2021] +Elena Woo: Agree... punching can be categorised as bad anger management, but not sexual assaults.

[11:19 am, 31/03/2021] +REACH: There needs to be proper punishment and deterrent

[11:20 am, 31/03/2021] +REACH: Most important is to focus on teens and young adults so they are 100% clear about inappropriate behaviour so it doesn't escalate, and for women to feel able to report without fear of blame.

[11:20 am, 31/03/2021] +Alvin Lim: I think this starts at young age these days

[11:20 am, 31/03/2021] +CQ: the "young and stupid" defence just shouldn't apply to sexual offences, whether upskirt or stalking.

[11:20 am, 31/03/2021] +Elena Woo: πŸ‘πŸ»

[11:21 am, 31/03/2021] +Alvin Lim: Seeing how there’s a spike in cases in NUS and funny orientation “games” these days

[11:21 am, 31/03/2021] +REACH: Agreed

[11:21 am, 31/03/2021] +Elena Woo: Ya coz Internet is easily accessible and younger people secretly went to certain sites but they were not educated properly on rights and wrongs.

[11:21 am, 31/03/2021] +Alvin Lim: Agree

[11:22 am, 31/03/2021] +Elena Woo: Shouldn't the student council vet through all orientation proposals including the activities and games involved before giving approval?

[11:22 am, 31/03/2021] +Alvin Lim: 🀷🏻‍♂️

[11:23 am, 31/03/2021] +Alvin Lim: My era orientation is taking a tin can go out ask for donations lol

[11:23 am, 31/03/2021] +Elena Woo: Lol

[11:23 am, 31/03/2021] +Alvin Lim: Nowadays the games all quite lewd

[11:23 am, 31/03/2021] +CQ: yep, consent should be taught at a young age. our parents' were squeemish when they had to talk about the birds and the bees (that's how we all ended up "being picked up from dustbin"). these days the conversation should start a lot earlier and it should start at home. don't wait for the schools to do it

[11:23 am, 31/03/2021] +REACH: Yes, maybe it's been too hidden away so all of a sudden its available and people don't know how to handle it? Perhaps we need to be more open and upfront so people can be better educated

[11:23 am, 31/03/2021] +Elena Woo: I think hum sup is the word.

[11:24 am, 31/03/2021] +Alvin Lim: Haha yes

[11:24 am, 31/03/2021] +REACH: Yes, let's take the conversation to young people. Teach them about consequences and victimisation

[11:24 am, 31/03/2021] +Elena Woo: Education in primary school perhaps?

[11:24 am, 31/03/2021] +Alvin Lim: And what’s up with ppl easily access NUS school halls and hostels

[11:24 am, 31/03/2021] +REACH: It should start there at some level, so the seeds are sewn for when they are older. Age Appropriate education of course, but not nothing

[11:24 am, 31/03/2021] +Elena Woo: 🀷🏻‍♀️

[11:24 am, 31/03/2021] +CQ: all along it's been quite questionable. i remember the "passing tissue paper using the mouth" thing??? ewww, not about the squeemish but hello!! hygiene!!!!

[11:24 am, 31/03/2021] +Alvin Lim: Got guy can sneak in and stalk NUS girl while she not around

[11:25 am, 31/03/2021] +Alvin Lim: What’s that game all about? 😨

[11:25 am, 31/03/2021] +Elena Woo: Nowadays quite a lot of younger generation don't seem to have common sense....

[11:25 am, 31/03/2021] +CQ: some orientation nonsense......

[11:25 am, 31/03/2021] +CQ: it's not nowadays... it was my time, 20 years ago....

[11:25 am, 31/03/2021] +REACH: Everyone has cameras, social media etc. Very hard for teens and young adults now. Temptation without education can often lead to misbehaviour

[11:26 am, 31/03/2021] +Ben: Lol, true. That will never change. The opportunity is easier now maybe.

[11:26 am, 31/03/2021] +Elena Woo: But cannot just ban ar...

[11:26 am, 31/03/2021] +Elena Woo: Education and discipline has to start somewhere.

[11:27 am, 31/03/2021] +CQ: thus my point, a lot of mischief has just been going on for a very long time, just that you don't always hear about it and last time no camera no social media no tiktok

[11:28 am, 31/03/2021] +CQ: you can set a broad guideline of "no inappropriate activities", but to the kids, what exactly is inappropriate? this is just a game what, fully clothed, no weird touching of body parts, and the adults aren't looking, who's gonna know.... you can't possibly list out every scenario, otherwise they say A cannot but never say B cannot.

[11:29 am, 31/03/2021] +Alvin Lim: I actually think tiktok might have some influence on it

[11:29 am, 31/03/2021] +Elena Woo: And parents cannot be overprotective of children and hide every info from them too. Coz ignorance has deeper consequences.

[11:30 am, 31/03/2021] +Elena Woo: Ya esp those stupid challenges.

[11:30 am, 31/03/2021] +Alvin Lim: I just installed and loaded TikTok now and immediately bombarded with videos liao

[11:30 am, 31/03/2021] +Alvin Lim: Lol

[11:31 am, 31/03/2021] +CQ: most of the challenges are stupid but not inappropriate. but tiktok is just another social media platform. only cos tiktok is huge, that's why it's getting all the flak. this could easily have been an IG Story, FB, Snapchat, Clubhouse....

[11:32 am, 31/03/2021] +Elena Woo: And esp if the offender is highly educated, all the more the sentence should be heavier.

[11:34 am, 31/03/2021] +CQ: education in itself shouldn't be an aggravating or mitigating factor, otherwise it will send the message that it's more ok for a lowly educated person to commit the offence than a degree holder, and that's problematic from a legal standpoint.

but what's already taken into account is the amount of thought and planning that goes into the offence, and whether the offender took steps to try to cover his tracks

[11:38 am, 31/03/2021] +Elena Woo: What i mean is both should be punished. But a highly educated person would have known that it is against the law to do so and should be more disciplined, and hence it will become 明ηŸ₯ζ•…ηŠ―, committing it deliberately. Just like a police officer who committed bribery will be sentenced heavier.

[11:38 am, 31/03/2021] +Alvin Lim: Actually all should be penalized equally

[11:38 am, 31/03/2021] +Alvin Lim: But the more educated guy cannot get lighter sentence eg he can afford better lawyers

[11:40 am, 31/03/2021] +CQ: actually ah... good lawyers don't get their clients off the hook... but it's the bad lawyers that somehow torpedo their client's case

[11:41 am, 31/03/2021] +Elena Woo: I see the recent sentences given I shake my head.

[11:41 am, 31/03/2021] +Alvin Lim: 🀷🏻‍♂️

[11:42 am, 31/03/2021] +Alvin Lim: Road to hell is paved with best intentions

[11:50 am, 31/03/2021] +Stella Yip: I hope that the courts will put a gag order on the victims names so that the people who have seen the videos/photos cannot talk about it after court's ruling, so that the victim can move on and live with lesser whispering.  The emotional stress on the victims, victims' immediate family, in-law, children, other loved ones, should be reduced.  Anyone could breaking the gag order should be punished according to the new law.  δΊΊθ¨€ε―畏呀

[11:51 am, 31/03/2021] ☸️  Danny εΏƒ:

With the advancement of technology, everything can be put online instantly with a click of the button.

1. Online social media can be put to good use - promote goodwill, conduct online business, even provide solutions that can resolve complex global problems through "crowd brainstorming".

2. But online social media can also be misused by ill-intention people - propagating illwill, vice, embarrassing pictures, and subverting the society.

Hence responsible use of online social media platforms and tools become imperative.

[11:53 am, 31/03/2021] +Stella Yip: Hope G will put some resources in AI detection of such traffic into SG data network to stop such intrusion/abuse/violation.

[11:54 am, 31/03/2021] +CQ: but likewise, the person charged should also be subject to a gag order, because you're innocent until proven guilty. there've been cases where the person accused of the offence was acquitted after trial, but along the way, his reputation has been dragged through the mud. like you said, 人言可畏. reputation lost cannot get back one lor.

[11:55 am, 31/03/2021] +Stella Yip: Hope G will also put some resources in AI detection of such uploads too, and impose heavy punishment

[11:57 am, 31/03/2021] +Stella Yip: agree

[0:01 pm, 31/03/2021] ☸️  Danny εΏƒ:

1. Users of social media need to be careful what information, pictures they upload into their own social media space.

Eg. I noticed youngsters uploading their sensitive family information, family members information, pictures, videos, school activities picture and videos, internships videos and pictures --- that unscrupulous people on the web can misused.

It is important that netizens need to use social media wisely - to protect themselves and their families members and friends from being exposed to online threat.

[0:02 pm, 31/03/2021] +Rama: gag order has been in place for all sexual assault molest cases.

[0:04 pm, 31/03/2021] +CQ: not all, it's for parties to ask and judge will only grant if there's a need to put a gag order in place to protect the victim (esp vulnerable victims)

[0:05 pm, 31/03/2021] ☸️  Danny εΏƒ:

2. Once information, pictures and videos are posted in the internet - it is almost very difficult and near impossible to remove - because netizens can download and keep a copy in their local media.

3. Even if social media platforms and authority can remove undesirable online content from the internet, people can upload it again.

4. It will always be a cat and mouse game.

[0:08 pm, 31/03/2021] +Alvin Lim: https://www.straitstimes.com/singapore/chat-groups-circulating-obscene-images-of-women-in-singapore-re-emerge-on-telegram

[0:08 pm, 31/03/2021] +Alvin Lim: time to clamp down on such chat groups

[0:08 pm, 31/03/2021] +CQ: because got demand, that's why got supply...

[0:08 pm, 31/03/2021] +Alvin Lim: look for the admin and prosecute them

[0:09 pm, 31/03/2021] +Alvin Lim: if the person is in sg make sure to catch

[0:09 pm, 31/03/2021] +Alvin Lim: one of my friend is inside one of these chat groups

[0:10 pm, 31/03/2021] +Alvin Lim: wondering if gov should go after those subscribers as well

[0:11 pm, 31/03/2021] +Alvin Lim: catch a few and publish in news

[0:11 pm, 31/03/2021] +Alvin Lim: kill one scare the rest

[0:12 pm, 31/03/2021] +Alvin Lim: cos these types of groups encourage stalkers and voyeurism and upskirts etc

[0:12 pm, 31/03/2021] +CQ: some people are added without their own request cos kena spam, or initially didn't know what it's about. but once you find out, you should get out already. if you stay in there then you should kena whack lor

[0:14 pm, 31/03/2021] +Stella Yip: True.  That's why G needs to show clear intent, and firm stand to protect its citizens against such crimes.  So that SG will still be the safest country.  Investment in AI detection for such crimes will be a loud statement to potential offenders.  Unless the fellow is willing to take on SG G, better dont commit the crime within SG data network.  Just like drugs, unless that fellow willing to xxx, dont come within SG borders.

[0:16 pm, 31/03/2021] ☸️  Danny εΏƒ:

5. Working with social media platforms become the only way to curb unscrupulous people uploading and sharing compromise videos and images.

6. Eg. Authorities need to work with telegram to sieve out chat groups that are circulating compromising content.

7. Same for WhatsApp.

8. Because both platforms use strong encryption and will need the platform providers to decrypt to monitor the chat groups and report those groups that circulate such contents.

[0:18 pm, 31/03/2021] +Stella Yip: send them for education.  However, curiosity kills the cat.  So they have a choice.  There are legal and licensed service providers in this field.  They can opt for this but face risk of contracting aids and possibly death by choice.  It is not encouraged but still better than victimizing students in dorm bathrooms.

[0:21 pm, 31/03/2021] +Stella Yip: if these platforms do not cooperate, then should ban its data flow within SG borders

[0:22 pm, 31/03/2021] +Stella Yip: our G should let the world know how serious it is when it comes to protecting its people.

[0:23 pm, 31/03/2021] ☸️  Danny εΏƒ:

Not possible to ban.

WhatsApp and telegram are widely use in many businesses, political platform, education etc other than social space.

Also even if ban, firewall block, it can easily be bypass using VPN.

[0:23 pm, 31/03/2021] +Alvin Lim: those who are stayed inside the group know what's going on

[0:23 pm, 31/03/2021] +Alvin Lim: just like last time korea got that celeb chat group sharing about sex with drunk girls or something

[0:24 pm, 31/03/2021] +Alvin Lim: they know the implications but still partake in such groups

[0:24 pm, 31/03/2021] +Alvin Lim: can't claim ignorance

[0:25 pm, 31/03/2021] +Alvin Lim: i think you're putting paid sex services and these stalking voyeurism molest together

[0:25 pm, 31/03/2021] ☸️  Danny εΏƒ:

Eg. If ban WhatsApp and telegram - REACH WhatsApp group can close shop already.

[0:25 pm, 31/03/2021] +Alvin Lim: correlation is not causation

[0:27 pm, 31/03/2021] +Stella Yip: if cannot ban, then should have strong laws to punish the offenders.  A strong message should be issued.  Deterrent laws are more important than sentences of punishment.

[0:27 pm, 31/03/2021] ☸️  Danny εΏƒ:

Facebook, big tech conglomerates will pull out of Singapore if we ban WhatsApp, telegram - and many Singaporean will lose their jobs.

[0:29 pm, 31/03/2021] +Alvin Lim: wah mai anything also ban pls

[0:31 pm, 31/03/2021] +Alvin Lim: just search and locate the admins

[0:32 pm, 31/03/2021] +Alvin Lim: go after them

[0:32 pm, 31/03/2021] +Alvin Lim: keep doing it for such chat groups

[0:32 pm, 31/03/2021] +Alvin Lim: eventually all will stop

[0:32 pm, 31/03/2021] ☸️  Danny εΏƒ:

There are always 2 ways to look at it.

1. Effective deterrence.

2. Ability to catch and punish law breakers.

Stiff punishment if no one is caught is no used.

It becomes a paper tiger.

Law with sufficient deterrence and yet able to catch the law breakers and put them into justice - will be more effective.

Education will also be important - to ensure people behave appropriately.

Finally rehabilitation must be part of the process to be effective.

[0:44 pm, 31/03/2021] +Ken: Will not happen... supply demand, like porn website how many can you ban?

Educate them well on the information the consume and having the right might set about girls. I have a daughter myself, but the thing is when you want to see you will always have supply and demand in such stuff.

Up to one person do decide how they want to do with such information. We can only educate, prevention don’t help much really. Can only educate them to make right choices. And the impact of sharing your personal photos even to your love ones the risk involved when in the wrong hands.

[0:45 pm, 31/03/2021] +Stella Yip: Must keep jobs.  Quite crucial now. Then at least should fine/penalty the platforms that do not cooperate with G to remove content/provide info on offenders for prosecution.  If offenders are foreigners and cannot be prosecuted, then ban these offenders from entering SG physically.

[0:50 pm, 31/03/2021] +Ken: We need guys or girls to be interested in sex so they would have kids no? 🀷🏻‍♂️

Cannot be suddenly once married they decided to do it. πŸ™ƒ just being more realistic.

[0:51 pm, 31/03/2021] +Stella Yip: Yes, of course.  But consent is quite important, correct?

[0:52 pm, 31/03/2021] +Ken: Yes consent... most girls/guy photo are not consented. And share to others that’s the problem..

Supply demand, they have to be educated that once you share there is chance that it might leakout

[0:52 pm, 31/03/2021] +Stella Yip: some guys seems to be delusional. They take no for a yes.  The girl is just playing hard to get.

[0:53 pm, 31/03/2021] +Stella Yip: some guys think that the girl wearing until like tat, asking for it

[0:53 pm, 31/03/2021] +Alvin Lim: True but those websites are not hosted here. But if the chat group admins are here we can prosecute them.

[0:53 pm, 31/03/2021] +Stella Yip: these guys need to be educated

[0:54 pm, 31/03/2021] +Ken: You can prosecute to reduce the tendency of having such open sites... but in close door no way you can finish catching them

[0:55 pm, 31/03/2021] +Ken: The more the are publicize, the more people search for it or even create their own..

I didn’t know nasi Lemak exist till the news comes out

[0:55 pm, 31/03/2021] +Ken: πŸ™ƒπŸ™ƒ in a way giving people more ideas on the issue 🀣🀣

[0:57 pm, 31/03/2021] +Ken: Just a quick search you find many on telegram and now also move on to Twitter 🀣🀣🀣 Then maybe discord and so on..

[0:58 pm, 31/03/2021] +Stella Yip: If there is no deterrent law to prosecute the people who upload or share the videos/photos, then hope G quickly establish strong laws to minimize breach in the future.

[0:59 pm, 31/03/2021] +Stella Yip: Should try to break the chain

[0:59 pm, 31/03/2021] +Stella Yip: if cannot stop the initiation from abroad

[1:00 pm, 31/03/2021] +Stella Yip: if the chain starts locally, then prosecute with harsh punishment

[1:00 pm, 31/03/2021] +Ken: There is no international agreements on such small tribal stuff to make then enforce cross boarders

[1:00 pm, 31/03/2021] +Ken: Trivial”

[1:00 pm, 31/03/2021] +Ken: Borders”

[1:01 pm, 31/03/2021] +Stella Yip: then at least stop local sharing

[1:01 pm, 31/03/2021] +CQ: there are provisions in the penal code now to tackle voyeuristic behaviour.

[1:01 pm, 31/03/2021] +Ken: πŸ˜… very hard...

[1:01 pm, 31/03/2021] +Ken: Just google Singapore sex scandal you can see a fair shares of what happen over the years.. anything happen to the person who share?

[1:03 pm, 31/03/2021] +REACH: 27,000 employers hired 2 locals each on average in first 3 months of Jobs Growth Incentive scheme

Some 27,000 employers hired an average of two locals each between September and November last year, with support from the Jobs Growth Incentive (JGI).

More: https://www.straitstimes.com/singapore/jobs/27000-employers-hired-2-locals-on-average-in-first-3-months-of-jobs-growth-incentive

[1:03 pm, 31/03/2021] +Stella Yip: the face and name of victims should be blacked out lor

[1:04 pm, 31/03/2021] +Ken: πŸ˜… then person taking should have taken account of that when taking it..

people want to share won’t have think so much lol

[1:08 pm, 31/03/2021] +Ken: But I do agree.. some sort of law should be in place to prevent revenge posting.

However damaged done is permanent. Will forever on the internet.

[1:08 pm, 31/03/2021] +CQ: That's already in place, so just waiting for the cases to happen...

[1:09 pm, 31/03/2021] +Ken: Oh?

[1:09 pm, 31/03/2021] +CQ: Yep. Penal code

2. It is an extremely intricate a very difficult issue to resolve giving the webs of overlapping claims by so many Countries that is presented by the maps and the superimposed overlapping claims ---- easily it will upset every claimants.

3. At the first look - Well a very "preliminary key" to resolve this complex web of seemingly unsolvable deadlock of claims in South China Sea is to examine the interpretation of the UNCLOS (United Nation Convention of the Law of the Sea) ---- that will be able to satisfy and meet all the claimants claim "half way" --- the "Middle Ground" approach :-

a. 12 nautical mile (22 km) - Territorial Water from the coast line.

b. Another 12 nautical mile (22 km) - Contiguous Zone from Territorial Water.

c. 200 nautical mile (370 km) - Exclusive Economic Zone (EEZ) from Contiguous Zone.

Total 414 km

a. and b. (24 nautical miles / 44 km) - which are the Territorial Water and Contiguous Zone --- should be reserve for Countries with coastal lines.

c. the EEZ with 200 nautical mile / 370 km ---- will be the areas where "Middle Ground or Meeting half way" ---- dispute resolution approach ---- can be made.

If 2 Countries have disputed claims that fall onto the EEZ - divide into half to be shared by the 2 Countries - each one get 100 nautical mile / 185 km.

If 3 Countries have disputed claims that fall onto the EEZ - divide into 3 to be shared by the 3 Countries - each one get 66.6666666.....7 nautical mile / 123.3333333 km.

4. As the distance between Vietnam to Philippines is about 1,564.67 km - taking into account the total 414 km of claimants claim - a total remainder of 1,132.67 km become (International water - outside Territorial Water) --- and is reserved for International sea of passage.

5. South China Sea problem solved ! ------ no more "hard feelings" among all claimants on South-China Sea --- and peace is restored. Prosperity and Economy can then thrive in Asia Pacific.....

6. So the resolution approach to resolve South China Sea dispute ---- is the "Middle Path Resolution" or "Middle Ground Resolution" ----- "Meeting each other halfway".
