The maximum penalties for three sexual offences are set to be increased as the Government seeks to send a strong signal that it takes a tough stance against such crimes.

💬 What are your views on the proposed changes to increase maximum penalties ie. extending jail sentences, for sexual offences such as outrage of modesty and sexual communication?

The proposed changes come after a review of penalties for hurt and sexual offences, Law and Home Affairs Minister K. Shanmugam said in Parliament on March 5.

1️⃣ Raising the maximum jail term for outrage of modesty from two to three years

2️⃣ The maximum sentence for two offences involving sexual communication with minors is also set to be raised, from a year to two years' jail. 

3️⃣ A deterrent stance will be taken against adult offenders who commit certain hurt and sexual offences.

4️⃣ A guide will also be published to educate the public about the sentencing process.

5️⃣ An offender will not receive a lighter sentence just because he has higher educational qualifications or better prospects.

The Covid-19 pandemic has undermined women's progress, and there are three areas that countries around the world can focus on to advance gender equality, President Halimah Yacob said on Monday (March 8).

She called for governments to prioritise gender equality and place it at the centre of their development programmes and to ensure that women have equal access to education and training and labour market information.

A new government-led office will be set up by the middle of this year to better organise Malay/Muslim volunteers and manage community resources more effectively.

This move to improve engagement efforts will come under the M³ collaboration by three key Malay/Muslim organisations, announced Minister in the Prime Minister's Office Maliki Osman on Monday (March 8).

Only one left turn arrow, no mandatory (blue) signs informing drivers left turn only or prohibitory signs prohibiting right turns since Sims Avenue is a one-way road (not everyone knows that) 

I understand why the double white lines are there, it's for safety: Lorong 25A Geylang being a small street compared to Sims Avenue being a primary road, a left turn is definitely safer than a straight drive through 

If LTA wants to make the junction safer, they should create a physical barrier in place of the double white lines. Otherwise, something that can be done is to allow drivers to pass straight through when traffic along Sims Avenue is stopped at the traffic light

1. Sentence must be effective as deterrent.

- Keeping in view that sex offenders are still on the rise despite wide publicity, heavier sentence is justified to deter sex offence.

- Agree that academic achievement is immaterial in sentencing - and agree with the Minister that academic potential can be exploited after offenders have served the sentence - and offenders have "turn over a new leaf".


2. Rehabilitation must be part of the "entire legal process" - in deterring offences, punishing offenders with effective deterrence and eventually rehabilitating offenders upon serving their sentences and have repented.

- Society must not be of the view that a person has commit an offence - after serving the sentence - condemn offenders for life.

- If offenders feel there are no hope of rehabilitation, the following could be one of the consequences :-

a. when committing crime - they can be more ruthless by silencing victims to prevent from being caught.

b. after serving sentence - continue to be a menance to the Society - as Society abandon them.

c. commit suicide - as there are no hope for their remaining life.


- Hence the spirit of "yellow ribbon" and the mission of Prison SCORE - to rehabilitate offenders to equip offenders who have repented - with skillsets to help offenders to rejoin the Society and contribute to the Society as well as to help offenders stand back on their own feet.

- If the offenders have serve their sentences, have repented and rehabilitated with assurance of no reoffending, the offenders should be able to reapply to continue their Education.

- However, safeguard have to be put in place to ensure that offenders will not have re-offended.


3. With heavier sentence, comes the responsibility of ensuring the legal process are not abuse or misuse - that could have put innocent person to be accused as offenders - as it is difficult to prove innocent. 

It is the word of the accusers against the accused.

For repeat offenders, longer jail sentence plus mandatory rehabilitation process is a better legal process than cutting human parts.

So far only the max penalties have been increased. How about min penalties?

I was having lunch with my former course mates and one of them was complaining about her landlord. Scold scold scold... and then, “Do you know he’s a molester?” And she showed us an AsiaOne news which showed a photo of her landlord. He was found guilty of “groping” a woman. He’s not young, and he’s not old enough to avoid caning. Guess what was his punishment?

Drumroll please....

A      F-I-N-E.

Yes, FINE! No jail term, no caning. We were like, “WHAT?!?!?!” After enduring the humiliation of being groped, the victim had to endure another humiliation by being made to feel like a prostitute.

In social media, every time we talk about sex offences, somehow someone will inevitably compare with a certain 18-year-old boy who was caned for vandalism. Which makes one wonder... our G can cane a young boy who vandalized inanimate objects (ok, very expensive inanimate objects) so why can’t we cane many of those who vandalize human beings? Are properties worth more than human beings? We throw a person who attempts to commit suicide to prison but we can simply fine a molester. Where is the justice?

If I were ever attacked, I won’t even bother to report the crime. Seriously, don’t waste my time with such pathetic penalties. Especially for the case of the fine punishment. People spend so much effort catching and restraining these sex predators only to have them get away with warnings or fines or 1 month jail.

There have been lots of talk about young people getting away with sex crimes, so I will instead focus on old people. In one of my social circles, we have a “friend” - an old man - who was found out to be a sex predator. (He was never arrested for his crime.) One day a few of us were gossiping about this pervert, and we asked one guy who had just turned 50, whether old men tend to become molesters. His reply was somehow when a man becomes much older, he tends to want to go after younger ladies. Some of his friends turned to having mistresses.

So, if this is true, it means that there is likely to have an increase in molest cases when the baby boomers start retiring - they then have lots of free time to dream of having relationships with willing or unwilling young ladies.

The problem with these old men is they can’t be caned. For some of them, jail is like being rewarded with free food, free healthcare, and free accommodation after committing a sex crime. So, what is an adequate punishment for these old perverts?

Perhaps it is time to implement Shariah law for sex offences. Or, like in ancient China, parade these criminals in cages in public and let onlookers take photos or videos and post them on social media. Or let them stand on a stage and let people throw rotten eggs at them.

Other than punishments, I am also concerned about prevention.

I have read of two reports of convicted sex offenders who re-offended. There are definitely much more of them but I will just share two. The first was a man who went to jail for molest and raped his step daughter after he was released. So, he went in a molester and came out a rapist. The second was a paedophile who was caught preying on children. He had been convicted a few times for attacking Malay children, which made me think: “Why did society allow him to prey on children time and time again?” These two sex crimes are preventable, since the criminals were convicted sex offenders. This is one area which can be worked on - how to protect society and the sex offenders’ family members when convicted sex offenders are released. Perhaps we can release them in one of our deserted forested islands surrounded by shark-infested sea (Singapore-style Alcatraz) instead of unleashing them back to society.

Another aspect of prevention would be to prevent people from becoming 1st time offenders. I don’t have good ideas for this, but perhaps we can start off by the root cause of these offences - Pornography? Immoral lifestyle?

Even in molest cases, there is a wide range from a fleeting touch (which might even be accidental) to the very serious cases where it involves a certain degree of exploitation. While I do agree that the sentence is too light in some cases, there also has to be a balance to make sure that the offender doesn't become labelled for life. This would run contrary to one of the 4 sentencing principles of rehabilitation.
