I think the court case here is very simple :-
(1) Recover the "improper payment" of $33 million of public fund back to the sinking fund that belongs to the residents of Aljunied GRC from whoever who have received it.
This is the outcome taxpayers want to see.

As for hard to find managing agents - yes it is true in a political space - but since WP bid for it, WP must be prepared and must be up to mark to take it - else leave it alone ---- because ultimately it is the residents that are suffering.

Taking the cue from Bishan-Toa Payoh GRC who run on their own - Aljunied GRC similarly must be able to measure up and not give excuse.


Just like in commercial space - your competitors are not going to help you or make things easy for you - and yet you must be one up to beat the competition who are incumbent with all the advantages over you in a tender, take over the project, and run it well, better than your competitors do so that your customer is please with you and will continue to give you a renew contract - and not make it worst than your competitors.

Customer will not be please if you foul up and then try to give excuses.

Any wrong through negligence must be put right.

Public interest must come above a Party's interest - in which the Party is formed to serve.

This is the COLD HARD TRUTH !

If simple things like Facilites Management of $100 million in local context - cannot even do well - then thinking aloud if win over the Government - how to lead the Country to compete in the International space running a $700 billion Economy?

Blaming, finding excuses won't help.

Similarly in commercial space, a good competent and capable team can lead the company to bid for international contracts - while they face international MNCs competiting with lucrative contracts - where their financial strength is at least 10 times ours, where their contact is stronger, where their track records is impeccable and their technical expertise is solid.

And how local team beat many international MNCs and conglomerate to win an overseas contract?

Let me tell you, it is possible - without finding excuses, blaming we are handicapped, no one help us --- because your international competitiors are not going to make things easy for you.

Was there an open tender in the first place? Then you can conclude that there weren't managing agents bidding for the maintenance contract. If not, it's only an assumption that you can't find managing agents.

I believe there was an open tender but the terms were not the norm.

Normally, there would be a briefing on the scope of works and those interested would then pay for the fees to tender.

Whereas in this case, there was no briefing and those interested must pay first for the fees. Nobody in their right frame of mind wpuld do that.. pay for something which you don't know whether you are able to tender.

Nobody except FMSS who actually already know. So it could be a method to dissuade others from competing with FMSS.

Just my guess.

How a nightmare in the passed had haunt a leader wisdom that had resulted a wrong decision on a new given task. A wise man should kn how to handle better the next given new but same bigger task due the passed nightmare it had experienced before & should not use nightmare as an excuses.

It is always easy to blame nightmare as dream is what u being asking.

Businesses only show interest in its own interest, law is law. justic has no place in law suit.
The auditor knows its best interest is to safegard its corporate interest.
TC's operators know their best interest is to take side that can provide secure n wide opportunities for their business.

Hard of course, when you have already have in mind to reward the contract to your supporter and friend of over 30 years. It would appear that the defence has nothing new to tell the court. The same story has been told and retold over the years. Ask any Bus Captain at any interchange they will tell you they have heard the same story before. WP - your days are numbered. Dont waste the court's time.

That is the problem with Singapore anyone or organization that has served the PAP before will find it "hard" to serve or do business with the opposition. When they leave there is this "political residue" left behind.

Just look at our neighbours across the borders. The PH government has so much debt to incur and settle that they need to even sell land and have more taxes introduced (this more taxes is something unexpected but has to come into pic).

Similarly, having won a GRC and has all the system pulled out and even support limited etc...can any team without much GRC experience come in and just take over? I don't think so.

I think these are some of the inconveniences that a new team will face and for the residents to understand and to work it out. If we are so unforgiving towards such a case and not let oppositions learn, then sg is kaput.

The current government is not without failures or setbacks.

Look at the facts...sound them out. I think WP has done quite a good job.

Despite losing $33 million through improper payment at the expenses of the residents in Aljunied GRC?

The estimated fund managed by Aljunied GRC is about $100 million over - and $33 million is overpaid - and you say is ok?

Running a $100 million enterprise is consider a medium-size enterprise - not even a large enterprise you know.

Are you prepared to let more opposition groups come in to let them trial and error and lose a couple of $33 million until the States bankrupt?

Aljunied GRC is not like an enterprise required to bring in sales and win project to sustain the $100 million.
(1) Law by default make all residents compulsory contribute money to Aljunied GRC.
(2) Government will give grants to the town council
-- Aljunied GRC no need to crack their heads to bring in revenue you know -- only need to manage the fund properly - when people give the fund to you by default by law you know.

The job of Aljunied GRCs is to :-
(1) maintain the fund properly
(2) find contractors to do maintenance - at a competitive price by doing due diligence
(3) ensure no overpayment of fund
(4) do a good job to maintain the estate


It is not rocket science that required specialise skillsets you know.

Let me tell you something, people bid for more than $100 million projects :-
(1) maintain all the inventories
(2) categorise different type of inventories
(3) issue the work order
(4) do tender to source for suppliers of parts, do scope work, do tender evaluation etc, ask for 3 quotes compare prices do award.
(5) issue invoice, make payment
(6) do billing
(7) receive payment

etc all by using spreadsheet only.


There is no need to customise a software just to do the above.

The project required much more specialised skills and knowledge - and the takeover and handover is less than 3 months without hiccups.

Thus your idea of forgiving Aljunied GRC - don't go down well with me - and I don't buy the idea that without software cannot function properly.

Taxpayers want the $33 million back.

In case you give more excuses, many SME of $100 million - still manage their accounts using spreadsheet only.

They don't have specialised software to help them run their operation and maintain their accounts.

All they need are keelat people to manage the accounts.

So if you say no specialised software - Aljunied GRC town council gadang gabo - cannot operate properly ---- are lame excuses ---- I don't buy this idea.

The classification of works should seek the opinion of arhitects or a quantity surveyor. Even if the classifications r wrong, most important r the works being doned ? If because of wrong classifications relate to wrongful payment, the story will be long
