AHTC trial: Sylvia Lim agrees to stating 'untruth' about extra cost for new managing agent

The former Aljunied-Hougang Town Council chair also admitted to being “careless” with a media statement, but objected to the need to disclose the involvement of party supporters in the running of the town council.

(5) By awarding FMSS the MA role - will it cause a "conflict of interest" if FMSS associate company bid for the project under Aljunied GRC contract in which FMSS is playing a MA role?
Ans :- Yes - FMSI is own by FMSS and indeed will cause a "conflict of interest" and breach the Town Council Act.

This is like what Mr Singh lawyer said :- "WP ex-chief Low Thia Khiang gave FMSS 'a gun to put to AHTC's head'".

This will allow FMSS to fleece AHTC big time - $33 million loss to FMSI.

During the afternoon session, Mr Singh also accused Ms Lim of breaching another portion of the Town Councils Financial Rules (TCFR) in relation to FMSS’ provision of EMSU services in 2011 - an allegation that Ms Lim later admitted to.

Mr Singh pointed out that according to statutes, where a town council intends to waive tenders, the managing agent does not participate in the evaluation of such a waiver. But FMSS showed intention to recommend its own services for appointment – because it used the word “recommendation” in a presentation, he argued.
Ms Lim rejected this, saying it was merely a proposal and “just their presentation on their services”.

When further pressed by Mr Singh, Ms Lim agreed that the entire town council had breached the rules.

No one in the right mind - especially in the Government sector will put themselves in this shoes.

This is a "gross wilful negligence" of putting someone in a position - to enrich themselves (in this case FMSS).

Any independent external auditor or Authority will pick this up :-
(1) Waiver of tender - that can subject to "gross abuse" if not used in the right context.
(2) A person who is in a position to benefit itself - put as a "recommender" of its own solution - and in this context "another waiver of tender" for the EMSU contract.

--- 2 waiver of tenders in a row all to FMSS's benefit - to fleece Aljunied GRC town council big time --- that 
result in a $33 million loss to the residents of Aljunied GRC !

The $33 million need to be recovered back !
