Efforts should be intensify to defeat ISIS fully and recapture all the ISIS caliphate in Iraq and Syria.
Only by eradicating ISIS caliphate will remove a reference base and ISIS militants worldwide will lose direction.
While doing so, clamp down on ISIS militant cells worldwide.
Over time, ISIS will lose its relevancy.
But all finance, recruitment, logistics, ideologies etc must be cut and restricted - so that ISIS reference base will be lost over time.
