Looking at all the posts here as well as those relating to this issue, almost all have missed the point.
This is not a legal issue, it is a foreign affair issue.
In fact at a deeper level, it is "an alignment issue, the sphere of influence issue."

Simply put, China has protested previously against Singapore for training in Taiwan - and has offer a sensitive site for us to train to replace the Taiwan training ground.
We accepted initially. But subsequently due to great diplomatic pressure, we cannot accept.
