If a terrorist use a car to mow down innocents - his sentence will be much harsher than one that will be charged in driving a car with a rash act of maximum 5 years.

The motivation of that guy doing a U-turn and drive at 120kmph viciously knocking down a motorbike with 2 riders and then follow by a carnage --- need to be established.
Is his motive meant to "cause terror"? Causing terror - need not be motivated by religions slant.
Causing terror - can be due to "his evilness to kill and cause terror".
And if he say he make a mistake by doing a "U-turn" - then why is he driving his car at 120kmph against the traffic - knowing such rash act would have cause carnage or in other word "terrorism - that will kill or seriously injured other road users."
Another possibility is that he may be "mentally unstable".

So the psychiatrist assessment of that guy motivation of "doing a U-turn in expressway and drive at 120kmph - to cause carnage and terror" ---- will be critical to determine how he will be charged.
If the psychiatrist assess that :-
(1) He is mentally unstable - then he will fall under the charge for rash driving with unsound mind.
(2) He is sane - but make mistake in U-turn and commit rash act by accelerating at 120kmph in an expressway against the current ---- then this become debatable ---- who will in the right mind commit such an act ---- that is guaranteed to kill and cause serious injuries.
So is this a "terror act" or is it "rash driving"?

In France, in Berlin --- a guy who drive a truck - and mow down many people chanting "a religious slogan" --- is called a terrorist - and will be charge with terrorism.
This guy - who drive an expensive car - and mow down many people without chanting "anything" --- but using same method to cause terror - Can he be categorised as a terrorist - and charge under terrorism?

To be charged under terrorism, I believe the following motivation must be present :-
(1) Motive to kill and cause terror with a cause
(2) Possess a weapon (this weapon is a vehicle)
(3) Causing mass destruction
So whether this chap fulfill the above motivation :-
(1) Need to be establish by a team of psychiatrist
(2) Yes he possess a deadly weapon - but whether he used it as weapon - psychiatrist need to establish.
(3) Yes, he cause mass destruction.

SINGAPORE: The man behind the wheel of a Mercedes that went against the flow of traffic on the Ayer Rajah Expressway (AYE) last year has had his charge amended to culpable homicide not amounting to murder.
Lim Chai Heng, 53, was previously charged with causing death by reckless or dangerous driving - an offence which carried a maximum jail term of five years, and, or a fine.
Under the new charge, which was read to Lim at the State Courts on Tuesday (Jan 3) morning, he now faces up to 10 years in prison and a fine.
Lim is accused of causing a multi-vehicle collision involving four cars, a motorcycle and a bus on Dec 19, 2016. He had been driving towards Tuas Checkpoint when he made a U-turn and went against traffic, leaving a trail of destruction behind him.
A 37-year-old man, Mr Liong Kuo Hua, who was in one of the cars involved in the incident, was killed after his car smashed into the wall. Four people were injured in the incident, including Lim.
According to Lim's lawyer, Henry Lim, from G S Lim and Partners, Lim will be remanded for psychiatric evaluation at the Changi Prison Complex's Medical Centre until Jan 24 when he is due to appear in court again.
