Russel said that while Washington welcomes the relaxation of tensions between Manila and Beijing under Duterte, the rapprochement should not come at the expense of the U.S. or other nations.
"It's a mistake to think that improved relations between Manila and Beijing somehow come at the expense of the United States," he said. "This should be addition and not subtraction."

The above statement show that US has good intention that China and the claimant Countries in ASEAN should resolve their maritime disputes peacefully - and not resorting to military confrontation or conflict or end up blocking the international passage for travel and trade.
This is the sentiment share by all well-intention Countries in the Asia-Pacific region.

Also agree with the US sentiment :-
"While making new friends with China and Russia - Philippines should not dump your old friend USA who have been supporting you all the while - it is ungrateful."
