This is a new type of threat to counter if terrorist get hold of it.

There must be ways to stop a drone before it can be directed to its intended target.

There should be a few ways to counter the drone threat :-

(1) Identify and capture from the source.

Enforcement must be able to arrest the terrorist who are holding and intending to launch the drone - before the drone is launch.

(2) When the drone is launch, there should be anti-RF scanner to detect the terrorist launching the drone and crash the drone before it reach its intended target.

The best is to intercept the drone, change its RF and bring the drone down without causing harm.

(3) When the above 2 measures are not possible, use surface-to-air missile system to shoot it down. Or deploy sharpshooter to shoot it down - for low flying drone - as the last measure.

Or another way - is to send 2 drones with net --- to trap and capture the offending drone - and bring it down to a safe place.

To detect and counter this type of drone --- must deploy a radar that can detect low-flying drone.
