Drug addicts can be rehabilitated to kick the drug addicts - and they should obtained help from the Government to get themselves rehabilitated.
Drug lords on the other hand has committed grave sins to harm the drug addicts and should face the full force of the law including capital punishment.
Slaughtering millions of drug addicts - is a mass killings where punishment is out of proportion and will become a humanitarian crisis.
