On Thursday 27 July, the Ministry of Manpower (MOM) reported a decline in retrenchments following three consecutive quarters of increases in its Labour Market Advance Release for the second quarter of 2023. The report also showed further signs of cooling of labour demand and that unemployment rates remained low.

MOM estimates that in the near term, employment growth could ease and be uneven across industries. They added that tourism-related sectors are expected to see continued improvements in labour market conditions.

MOM affirmed their commitment to supporting our workers to find good jobs despite the economic uncertainty ahead, highlighting on the Workforce Singapore (WSG) initiatives that helps jobseekers reskill and take on new job roles. MOM also shared on the recently launched CareersFinder beta feature on WSG’s MyCareersFuture job portal to help jobseekers find more career and training opportunities.

MOM added the slowdown in total employment growth reflects the moderation in Singapore’s economic growth in previous quarters as a result of global economic headwinds. It added: “Looking ahead, firms appear to be adopting a more cautious stance towards hiring and wage increases.”

I again say that the school system here only works for a few people and leaves many on the sidelines. It will take a decade to change the school system, so we need to address the need more quickly through vocational training targeted at what companies will need over the next 5 years.

The traditional ways of education from basics to advanced knowledge and skills must be reexamined not just to fit into the immediate and the near future.

The key competitive advantage is about an entire population and the workforce are able to fit and sit into a fully digitised and the highest automations era unseen since the last industrial revolution which happened to be about a century ago.

To revisit what it liked in the early 1900s and how the society reacted, the pitfalls and the chosen path of conflicts and two world wars!

For SG, it's not just mere upskill and workfare that will enable the short term or the shortest time to bounce and blend into the requirements of the evolving markets whether it is a skilled based job or a thinking job. These both jobs are highly vulnerable to be replaced by the forces of the automates!

Reskilling is perhaps the ultimate victor for any economy! Just like the Japanese or Koreans. Let's take the Meiji era, the Japanese understood and saw the fire needs to reskill and to reposition itself before it was too late to turn the corners of change!

28/07/2023, 10:49 am - +Thomas: The competition for skills is very competitive. There are the new skills like AI , new IT technology , the green technology and Fintech etc . There are the traditional skills in engineering , hand craftsman skills competing with the same core of Singaporean. In this, the pull factor will be latest sassy and better paying jobs  and not the hard traditional skills jobs where it is under hot sun and generally not highly paid . I am not sure how to increase the attractiveness of these jobs but essential to Singapore economy. More professional recognition and have the companies pay more but it will put themselves out of the market. But look at the plumber or qualified home electrician, they get 5 figures pay if they work hard and they are their own boss. No good solution ..

Labour conditions in Singapore

1. Based on what I know with people around me or people I know, many fresh graduates have no problem getting jobs or internship except a very few.


2. But mature workers around the age of 50 plus to 60 years old - face pressure from companies that do annual review - either to cut their salaries, or do demotion, or resign if do neither even though there are no degradation in performance.

The best part is, the mature worker got 2 awards for implementing a project well done and win a pre-sales project.

Come to annual review, he was told his salary too high, need to demote and fetch a lower salary.

It is a GLC that conduct such practices.

Private sectors more rampant.

Just look at the current big tech retrenchment.

Whether top performers or not, is a big axe that drop and out people go.

GLC will take more elaborate approach to cover all manpower legal issues - and then do the unwholesome practices.

Ask the older folks in GLCs, they have alot of stories to tell.

Differentiation?

What is education and what is teaching to attain proficiency at specific level, the competency and future relevance?

It is not a "cut and paste" and hopefully the open wound will heal by itself? 

It is also more than a first-aid plaster just to cover the hole!

So how to rethink and reskill a generation or together with the present cohort of our workforce in phases? Starting with the most vulnerable jobs and onto the middle and mid-high range of jobs. 

Inferential?

In every new way there are bound to be casualty of changes and changing.

Prospecting such a scenario of chaos, we should attempt to plan for a softer landing the potential job lost and to recreate new ones to equalise if not, to minimise social disruptions. There are ways to create new roles!

But MOM guidelines say 62 years old.

So many mature workers kenna short-changed already.

Why MOM do investigation why such practices can be conducted - not in line with MOM guidelines?

Many companies I heard do such practices.

But what surprised me most is that even GLCs do such practices.

Before 50 years old, all seems heavenly as long as you perform well.

But once hit 50 years old,  many patterns come out already.

Good performers turn bad automatically.

GLCs are public listed.

Many GLCs HR guidelines adopt the civil service guidelines.

But come to mature workers, they come out with different patterns.

I think many mature workers feel very disappointed - many are long service award workers and many perform well throughout their careers, including winning various awards along the way.

So I feel that MOM should give a pat talk to the GLCs CEOs - to treat their mature workers well.

Don't treat them as a dispensable items once they hit old age.

One critical thinking is to enable a broadened application of the concepts in the syllabus into the real world situations and the "sound" answers to these situational tests shall be worth half of the entire grades of a student.

So who are supposed to qualified to teach and how to teach and test it?

Master teaching pupils and not just TKK to pupils.

How to craft situational or future questions and answers?

Trainee mechanics do the actual repairs and replacements of parts. Students in school doing actual chemistry or physics experiments or English and Chinese or Malay or Tamil languages, all are just not good enough! Why?

What you learned from the start of the doctrine of education into the University may or may not be useful or applicable to your first future jobs or the subsequent jobs! One  unintended consequence is early "burnout" of students not furthering all kinds of upskilling or reskilling; they are too beaten by the hardcore of examinations and grades just to determine the level of intellect and their future?

How to exam and test students of all ages?

Working world?

One truth is when you accepted your first job and you worked for over 5 years, you are most likely to stay on or move on to the next similar roles or promotions or if not join your closer competitor's firm.

So when, why and what if a person's decided to switch job or a totally different job? Or going back to the schooling days, that person just dropped out of school? Or suicide?

What is the true meaning of learnings and going to someone or some place just to learn?

To earn a living? Or than living...

Just curious, isn't there a foreign worker quota? If it's solely non-resident, where does the quota apply?

Who are the seasonal workers? Are they seasonal workers by choice or by circumstances?

In general, there seems to be a mismatch between our domestic labour demand and the profile of our worker population. We do in general have a high literacy workforce, and our labour issues are not just unemployment but also underemployment which is not measured at all. Perhaps we can seek not just to reduce unemployment numbers, since anybody who needs a job will take a job out of necessity, but for our population, to also consider a more systemic approach on better utilization of manpower, whether this channel be created locally or regionally.

The Tiny-Winnie of things?

The freedom to work independently, a predetermined guidelines befalls on an intra-day or intra month (tactical) to a longer timeline of intra year (strategic). Arguably, the longer a timeline is, the lesser the scope of responsibilities and empowerment to individuals regardless of the size of an organisation.

Why does Empowerment have to precede trust?

For trust to work, you need time and over the course of time either you gain trust or you lose trust or in-between believing your judgments and not so truth worthy.

Patriotic or loyalty, the same goes, building trust and creating empowerment are a larger extension of prior combined experiences what cognitive thinkers would quantify and qualify over a longer period of time for an individual to consider and to adapt to the notion of being loyal or trust worthy. 

Civil wars to civil rights, war and peace, the crossroad of patriotism in today's America is perhaps diminishing, what a roller coaster ride; from President Roosevelt radio talks to President Kennedy TV talks, all are high notes of patriotism that captivated millions of Americans and the low point in the 1970s (Vietnam war) and again into the high days of the Clinton's presidency (70% in the 1990s) and now less than a quarter of people cares about the country! From WW2 until the early 1970s, labor productivity grew at over 3% a year, more than doubling over the period, ushering in an era of prosperity for most Americans. In the early 1970s productivity growth slowed dramatically, rebounding in the 1990s and only to slow again since the early 2000s. (trajectory of growth & productivity)

On a larger scale, is there a correlation between patriotism and productivity of a nation or loyalty within a company of staff? The same goes, people to people conflicts and unintended consequences like protests or riots or strikes would be minimised too. (positive)

Strategy and leadership, there is a crucial need to define and refine an organisation strategy that fits a leader (strategy before leadership) to enable these broad based and at times big picture initiatives or longer term projects closer to achieving them. (game plan)

Vision can only be imaginary through mental visualisation of the future; a deep scan and a long focal len into both the possibilities and the achievables, that's envision!

So what are the criteria of a leader?

A visionary, a trustee, a power shifter, a motivator, a loyalist, a game planner. Importantly, a leader whose Character is paramount and it must be of the exemplary example to the entire team.
