Addressing Parliament on the Ridout Road matter on Monday, 03 July, PM Lee said that he wanted a broader review that went beyond the legal question of whether there was criminal conduct. 

“As PM, my duty is not just to be satisfied that legally there was no wrongdoing, but whether - quite apart from the law - there was any other kind of misconduct or impropriety” he said. PM Lee emphasised that “this Government has not, and will never, tolerate any compromise or departure from the stringent standards of honesty, integrity and incorruptibility that Singaporeans have come to expect of us.”

The debate came after weeks of public speculation on the circumstances by which both Law and Home Affairs Minister Mr Shanmugam and Foreign Minister Dr Balakrishnan came to rent the bungalows at 26 and 31 Ridout Road respectively. 

Second Minister for Law Edwin Tong also delivered a ministerial statement in Parliament yesterday (3 July). In his statement, Mr Tong told Parliament the Singapore Land Authority (SLA) adhered to its internal processes and standards in the marketing, valuation and leasing of the two colonial black-and-white bungalows.

πŸ“Œ *Managing agent had discretion on how to market properties*

Mr Tong said there was no requirement for all residential state properties available for rent to be listed on the State Property Information Online (SPIO) portal in 2018 and 2019. Instead, SLA and its managing agents had discretion on how to best market the properties to maximise occupancy, including whether to list the properties they managed on the portal.

On how black-and-white properties are valued, Mr Tong said a comparable property is considered, taking into account factors such as location, floor area and the property’s physical condition. The gross floor area (GFA), which represents the available live-in space for the tenant, is the “guiding component” in determining the rent, he said. This is because GFA usually has a larger impact on the marketability of the property, compared with land area. Other factors such as the property’s condition and location are also relevant, he added.

Mr Tong also elaborated on the works undertaken by SLA for both homes, which were gazetted as conservation properties in 1992. SLA invests a significant amount in upkeeping and maintaining such properties, owing to conservation requirements and restoration guidelines, he noted.  He said the authority tries to undertake works in the lead-up to a confirmed tenancy to avoid disruptions for existing tenants and ensure the cost of works done can be recovered from a prospective tenant. External consultants were engaged to identify the necessary maintenance works for both properties, Mr Tong said.

First there was Kate Spade, now Ridout.  Hopefully, those in public office learn from them.  Even though what's done is legal, it doesn't look quite right for public office bearers.

04/07/2023, 10:09 am - +YT: The emphasis seems to be that there's not wrongdoing.  However, the damage has been done.  The millions of Singaporeans living in our small HDB flats would now wonder why there's such a large disparity between our leaders and ourselves.  Granted that if they are not in government, they may (the word is 'may') have also been successful in their various fields, it is still inconceivable and difficult for the ordinary person-in-the-street to grasp this.  This whole episode will further drive distrust and discontent amongst the people if not managed properly.  It's a sad day for Singapore and an even sadder day for those who spun untruths to try and destabilize an already volatile situation.  I hope good sense will prevail and that the majority of Singaporeans will see the bigger picture that we need trust between the people and the government and not to take what we have achieved together as a people for granted.

This is what Singaporeans hope for:-

2. Win the trust of Singaporeans.

3. Competence to provide the best possible policies and solutions to the people.

4. Capable Ministers and Competent Civil Service.

I think this saga is a wake-up call to test the above markers and a relief the markers are intact.


The next hurdle is to put in place leadership transition and hopefully Singaporeans continue to vote for capable political leadership and keep our competent civil service intact.


Singapore is a tiny red dot.

Our margin of error and room for error is just too small.


Singaporeans as a whole have to keep a clear mind what lies ahead of us - and not let unnecessary distraction, allegations - derail us for building a good, prosperous and progressive Singapore ensuring all Singaporeans have an equitable opportunity for a good life.

1. Going forward, getting talents to become MPs and Ministers will become more and more difficult and challenging - as the continuous scrutiny of the public, proliferation of social media, opposing forces will get more intense as reveal by this saga.


2. Greater emphasis on self sacrifice - such as drastic pay cut to be Ministers or MPs will become the norm as people do well in the both the public and private sectors.


3. Fostering the fighting spirits of our forefathers - the LKY and the 1st generation of PAP - with fiery passion for capable leadership talents to serve to keep Singapore going - become a critical task.


4. The future of Singapore is not all plain sailing - with the backdrop of geopolitical tension, global supply chain disruption, global warming and many other uncertainties that will threaten Singapore's development and growth.


5. Hence capable political leadership and a competent civil service - supported by the people become all the more important.

When I say to be Ministers and MPs - means a drastic pay cut and deep self sacrifice is not a joke.


1. CEO pay can be $15 million, on average $11 million, $6 million - compare to PM about $2 million, Ministers about $1 million.

Top professionals be it a banker, surgeon, financial professional, IT professional etc can fetch more than the Ministers.


2. Top civil servants, and middle upper civil servants pay exceed MP pay.

Senior directors in GLCs, private sectors easily fetch more than an MP.


3. Hence political leadership such as Ministers and MPs are getting "peanut" - though million sounds like alot.

They are top executives with one of the lowest pay in the context of Singapore.


4. Thus political leadership must be mindful that tremendous self sacrifice in terms of pay cut and public scrutiny will be the sacrifice and must be face with grit and selfless devotion to serve Singapore.

Ministers and MPs must possess "immense selfless" disposition to serve all Singaporeans knowing it will be a thankless jobs - to keep everyone safe, secure and prosperous.

If Ministers and MPs are lucky, people will say thank you, good jobs.

But prepare for the worst such as this saga - it is part of the sacrifices, hazardous journey that come with the job of a Minister and MP.

So a talented leader is not good enough, he/she must possess the mental character of a steel unmatch by many people.

Pwm take into account industry salary norm, contributions, productivity and economic output - and bring higher income to workers.

1. One more issue that is left hanging.


2. There are 600 black and white bungalows.

The question is why SLA don't maintain them so that it is habitable and rentable.


3. To do some computation taking the basic renovation cost as a reference.

Shangmugan One Bungalow cost $500,000 renovation to be habitable.

Vivian spend $200,000.


4. Taking an average, $350,000 will be required for renovation for each bungalow x 600 = $210 million.


5. Some people say why SLA didn't do a good job of not maintaining all the bungalows so that it becomes habitable.


6. The reasons are:-


a. To renovate using $210 million one time to make the bungalows habitable is a huge sum of tax payers money which can be make for good use in other areas.

This is not to mention monthly maintenance.

Also no guarantee that all bungalows can be successfully rented out because it cost $19,000 to $26,500 per month.

Not many tenants in Singapore can afford or willing to pay this amount.

Hence SLA leaving the bungalows alone until someone express interest make more sense.

The renovation for rented out bungalow will then be jointly covered by the tenant and SLA - which will not eat into fiscal budget but instead contribute to the government coffer from the monthly rental. <This message was edited>

7. Now with the senior Mos statement that SLA is looking into longer tenants of 30 to 60 years lease to make rental more tenable - the chances of more bungalows being rented out to bring in more revenue to the government become possible.

If maintained consistently, the cost would not be so high.

Eg if roof leak and leak is patched up quickly, cost is only roof repair. If never repair, inner insulation spoil and need to repair. Wooden beams inside rot and need replacement.

The garden, if periodic maintenance done, trees and giant bushes would not need to be removed as they won’t hv chance to grow. Ground depressions filled up, no mosquitoes.

The poor state of the bungalows is evidence to me of poor mismanagement.

4 years no tenant? Marketing team not doing enough. Now gov say want to let a private master landlord manage the properties. At least gov now recognise that SLA is not doing a good job.

Although gov can’t say it, they are taking steps now to better manage Singapore’s assets.

Untenanted Property!

When a house is unused or empty for a long period of time, many items will start to disintegrate and eventually need either to be repaired or replaced. In extreme case, sometime it is wiser to let it go and letting your tenant manage the property.

These costs of maintenance are common and unavoidable for all property owners. The cost of replacing or repairing depends on the scope of work and the more property one owns will have a different dynamics and multipliers effect and so on.

The Industry practices for any residential rental property is to have a minimal living standards or the physical conditions of the property is good to move in. 

In commercial property, the same requirements are a must (white goods and conditions) for business to commence with the least disruptions or "rent free" time to renovate to fit its business purposes.

For example, in Australia, the cost of labor is one factor for a high cost of maintenance, renovation or construction. 

The landlord costs to build one unit of commercial retail real estate will cost more than $100,000 for a space of 150 square meter. Items include aircon, wiring, lightings, wifi wiring, windows and glass, shutters door.

It will cost more if it is a F&B unit and it is a common practice to engage in a 5yrs+5yrs or longer lease because of the high set up costs that the tenant will undertake to fit for business ops.

Then Mdm Ho Ching suggestions will be viable.

At the same time, more bungalows can be rented out and the bungalows will not crumbled due to no maintenance.

Her suggestion is certainly better than asking MOF for more budget to maintain the bungalows when no tenants is keen to take up due to high rental cost and high maintenance but short lease.

Even if lease is extended to 30 years or 60 years - the tenant pool is very small.

How many on earth earn so much or willing to pay so much to stay in a $19,000 or $26,500 a month century old almost falling apart bungalows?

For lower rent, the lease can be shorter.

Addressing Parliament on the Ridout Road matter on Monday, 03 July, PM Lee said that he wanted a broader review that went beyond the legal question of whether there was criminal conduct. 

“As PM, my duty is not just to be satisfied that legally there was no wrongdoing, but whether - quite apart from the law - there was any other kind of misconduct or impropriety” he said. The debate came after weeks of public speculation on the circumstances by which both Law and Home Affairs Minister Mr Shanmugam and Foreign Minister Dr Balakrishnan came to rent the bungalows at 26 and 31 Ridout Road respectively. 

Second Minister for Law Edwin Tong also delivered a ministerial statement in Parliament yesterday (3 July). In his statement, Mr Tong told Parliament the Singapore Land Authority (SLA) adhered to its internal processes and standards in the marketing, valuation and leasing of the two colonial black-and-white bungalows.

On how black-and-white properties are valued, Mr Tong said a comparable property is considered, taking into account factors such as location, floor area and the property’s physical condition. This is because GFA usually has a larger impact on the marketability of the property, compared with land area. Other factors such as the property’s condition and location are also relevant, he added.

Private vs Public?

It is always an honor and privilege to serve a nation of people. Our pioneer leaders have shown the way of putting one self aside, do the rite things and forgo many life opportunities! Put aside the self and serve the public. Was it a personal circumstances/choice or was it a trade-off that is to drop one's high flying career to serve a nation? It is the will, the beliefs and the conviction of a person regardless of her/his station in life to seek for a better tomorrow, one for all, isn't it rite?

Both ministers have opened up their personal boundaries to explain why they chose to rent  a house. Each situation has its unique family circumstances and as reasonable thinking humans, we should comprehend, accept and move onto more urgent issues of the known and the unknown of our microeconomies (growth), our livelihoods (jobs) and our well-beings (health).

As for the folks who understandably may not fully accept these clear and at times touching facts would be embedded with more doubts as to why, whom, when, what and where on earth it started and ended!

Put aside the proposition and the opposition; the in-between is perhaps opinions (this) and views (that) of many things that happened in life. The key point is to give our trust and we must come together as one regardless of doubts or anxieties or unhappiness because many things will eventually sort itself out and resolve; have Trust !
