The Online Criminal Harms Act (OCHA) was passed in Parliament on Wednesday (5 July), and will allow the Government to tell individuals, entities, online and Internet service providers, and app stores to remove or block access to content it suspects is being used to commit crimes.

Under the new law, five types of directions can be issued when there is reason to believe an offence has been committed online. These include a stop communication direction that requires the individual or entity that first posted the criminal content online to remove the post; as well as a disabling direction that requires the online service provider (such as Facebook or TikTok) to disable users' access to specified content.

Minister for Communications and Information and Second Minister for Home Affairs Josephine Teo said the Bill makes special provisions for scams and malicious cyber activities, which "tend to unfold with great speed and scale. They inflict great harms on the victims, not just in terms of financial losses. The threshold to issue directions should therefore be lower than for the other specified criminal offences.”

She added that once there is suspicion that any online activity is being carried out in preparation for or as part of the commission of a scam or malicious cyber activity offence, law enforcement could issue directions even before an offence is committed.

Responding to questions about the need for OCHA, Mrs Teo said that unlike the Broadcasting Act, which currently covers only social media services, OCHA covers all mediums of online communication as well as a broader scope of online criminal harms, including illegal moneylending, unlawful gambling and drug-related offences.

Leader of the Opposition Pritam Singh said the Workers' Party supported OCHA, but not the Protection from Online Falsehoods and Manipulation Act and Foreign Interference (Countermeasures) Act. He queried if it is in the best interests of Singapore citizens that the Government blocks not only an article the Government deems false but an entire publication.

Mrs Teo responded that it was “not quite a correct characterisation” to say that the Government decides what is the truth, as “Pofma deals with false statements of fact [which] can be proven."

My worries are adequate measures to prevent and stop phishing sites, malware download, stealing banking credentials, Singpass credentials - and do unauthorised transfer of life savings from banks and CPF.

This is my greatest concern as the current cyber security technologies may not be adequate to protect unsuspecting victims that do online banking transactions.

I appreciate the ease of access and efficient online transaction.

But it comes with a cost, the ease of online transaction also means it is easy for scammers to masquerade victims online credentials such as userid, password, OTP such as digital token, SMS OTP and even biometric authentication which can be compromised.

Hence additional more effective measures need to be augmented to prevent scammers from getting away with victims life savings.

Hence we have to dwell into the vulnerabilities of online authentication sign-in including the recently touted biometric authentication for Singpass access to determine whether additional measures are required.

But everytime I go to that page I hesitate.

Because if our face biometric kenna hack, then we will lose it forever and scammers can use it to login to many accounts including banks in future.

This is my real hesitation.

But I knew of someone who underwent chemo therapy and travelled. The overseas immigration could not accept the facial biometric and she was stuck.

Biometric is prone to error.

Eg. Makeup, sweat, sleepy face etc.

That's why until now I hesitate to register with biometric - be it fingerprint or facial recognition.

1. Biometric data are stored in the computer via math model converting biometric characteristics into binary form and stored into the computer - central server, central database, local laptop, local computer or handphone.


2. Though non reversible algorithm are used and even with strong encryption - to prevent biometric data from being stolen, biometric data can still be stolen.


3. Example, scammers may request and trick victims to put their face, palm, fingerprint or iris on a scanner - so that they can win prizes, or receive money rewards or other ways - that trick victims to release their userid, password or OTP.


4. Once done, scammers will have a permanent copy of the victims biometric data - be it face, fingerprints, palm print, iris etc.

And there is no way victims can change their face, fingerprints, palms or iris - unless they die and reborn with a new body.


5. Scammers will then have an unfettered access to victims bank, CPF and other financial system for life - and there is no way to reset or change the password.


6. Userid, password and OTP is what you know.

Biometric is what you have.

Userid password and OTP can change if stolen.

Biometric once stolen is forever stolen.

1. Though some security people may say, some scanner will be detecting a life person to capture the biometric data for authentication.


2. But this is not foolproof with new advanced technologies from emerging such as AI, deepfakes, quantum computing - as future technologies maybe able to bypass "life person scanning of biometric" - as biometric data are basically digital form.

As long as digital data match the backend biometric data in raw form, it will get through.

Software is the part where, they need to train people to be aware and have Taskforce to evaluate the need to intervene or not.

Hence I will like to suggest the following security measures for any online banking, Singpass financial transactions such as CPF withdrawal or deposit, bank transfer (local and overseas) :-


1. Continue to use userid,  password, digital token, SMS OTP.

(What you know)


2. Replace biometric authentication by bank or CPF transfer - with call back verification through phone call or video conferencing or physical verification.

(What you have).

This will be a more foolproof identity authentication compare to biometric authentication.

But it will be safe as the manual interception is a real identity verification - a real 2FA.

What happened to "innocent until proven guilty"?

What if the law enforcement is proven wrong at the end of the day?  What's the compensation to the innocent for all the hardships inconvenienced encountered?  eg: account frozen, cannot pay suppliers, got charged extra interests

Like to suggest this.

As everything is based on cost-benefit analysis:-


1. For small amount online transfer in banks - the call back verification could be too cumbersome and costly to bank.

Hence, userid, password and OTP (digital token or SMS OTP) may suffice.

However if hack, bank can easily compensate as the amount is small.

But banks have to put in checks eg. AI detection of scamming such as many small amount transfer in quick time to stop the unauthorised bank transfer.


2. For bigger amounts eg. $5,000 and above, call back verification is required before banks can approve online transfer upon userid password and OTP authentication.


3. For CPF Singpass withdrawal, call back verification is required in all cases - because this is dealing with elderly 55 years and above.

4. I agree with Minister MOM decision not to use insurance to compensate against unauthorised CPF transfer as suggested by WP Jamus Lim - because it will invite users from carelessly and negligently give up and not safeguarding their login and identity credentials.


5. Also through insurance compensation, Singaporeans will have to pay additional cost in insurance premiums just to subsidise and co-pay negligent online users.

The biggest gainer are the scammers.


6. Hence I suggest call back verification as a real 2FA foolproof measures to ensure non-authorised transfer and withdrawal cannot get through. <This message was edited>

The two expressions will tell the truth in a person's behaviors and speeches such honesty, mischief or and the level of trustworthy! (ie. secret service agent with sunglasses!) Al will pick these millions of human traits uploaded and self generate!

The old ways of biometric for identification purposes from facial features, teeth to thumb print; a new and unique way is to identify the ears, it's shape, its length, and breathe because it is aesthetically harder to create and surgical reshaping either one or both ears or the AI will shape it all. By cutting out the context, show the offensive video, put catchy caption - create the "modular chamber" then spread it through social media platforms, communication media such as WhatsApp and telegram - to sow misinformation, half truth news - and fool online people.

As more of such misinformation are disseminated - mistrust are created against the government - and swing election votes against the government.

The Online Criminal Harms Act (OCHA) was passed in Parliament on Wednesday (5 July), and will allow the Government to tell individuals, entities, online and Internet service providers, and app stores to remove or block access to content it suspects is being used to commit crimes.

Under the new law, five types of directions can be issued when there is reason to believe an offence has been committed online. How can we use AI together with Human touch to accelerate more objective and affirmative outcomes?

Integration?

How does it matter to policymakers, together, AI and human cognitive abilities to recommend sound solutions especially in the area of sensitivity information from economics, societies to politics or intelligence and of national security and international interest and vulnerabilities?

How can we teach AI to quantify feelings, moods, anger, ego, emotion Intelligence and not be presumptuous whether it is an entity or your enemy? Objective and subject, a clouding effect, there is a longer journey ahead to bridge these big gaps of human knowledge, machine learning and synthesize into one big thinking tank in which AI will be able to in a second guess all human behaviors and emotions to a perfect answer!

Meantime, don't trust wholesale that intelligent botchat that may not give you the full picture of the existential solutions or issues. There is a greater need for human to challenge, reprogramming the bots and be not overly relying on the AI solutions for the common or complex predictions because (bias or representation) nothing is perfect, not yet perfect, unless you got it all figured out , module them in one and  don't forget to update it over and over!

The Six Senses?

First, race and religion are two sensitive areas that need full protections and cares for the sake of peace and harmony. Any insensitive or offensive remarks whether is through conversations or via MSM will become a sciatica to this harmed individual or group of people!

Two, are these unnecessary remarks carelessly expressed or are these words carefully crafted or are these harmful remarks targeted to achieve other means?

Three, how can the authority and fact checkers confirmed if a remark is acceptable, or borderline or unacceptable? Are there simple key words to qualify in a posted message?

Four, all civic minded citizens should report any "off the wall" posts to IDA or MCI or the relevant authority to quickly look into these questionable posts. Let the authorities decide on such postings.

Five, for local posts, should the law punish those who intentionally post abusive or insensitive remarks insulting others or individual or the laws itself to not only accepting summons but jail terms of no more than one to three months or no internet access for up to a year and no account in all MSM except for emergencies contacts and incoming & outgoing calls? 

Six, how about foreign individuals or groups or anonymous posters sending outrageous, insulting or challenging our constitutions and laws through messages and remarks? How to identify, apprehend and warn or prosecute these insensitive or intentional culprits? 

Can the law ban them from entering Singapore to include all future reasons, requests or pleas to re-entry? Is it possible or not possible to prosecute these overseas Internet free riders?

Here tik there tok?

Whenever one clicks into the information world of contents, these days oftenly the content especially the fun and funny short burst of TikTok will mesmerise all folks from kids to adults. 

So what's the depth of these digitally fun thingies? Is it fake or fact? Where is that valuable knowledge base? 

If we expand into the broader context, there are good stuffs , the bad ones and the ugly sides of this Internet!

So how to habit into more meaningful adventures (risks do exist)?

Belief is half way to trust?

If your believing that a brand or a product more than satisfied your needs and wants, you will likely buy and continue to trust the brand, this is knowns as a repetitive behavior (buying into it).

If your emotions saying to you to stay away from something or a brand, it will likely do so with no second thoughts! Why so? It is because the past experience dictates the actual moment and thus the momentum of decision making to do otherwise than to buy it!

If your feelings (sentients) of a person or a brand is of no mental connections or relatively unknown, it will be harder to accept/ adopt at a blink of an eye to buy a new brand or to accept this person narratives!

So the human cognitive skills and processings are meticulously complex with many wirings waiting to connect into channels of the thought process in deriving a decision whether is a simple one or a highly mind boggling decision of life or death.

How can we soothe the brain?

One way is to start getting the conditioning program on a right path! Any out of the path will mean a correction of behavior and thus a new effort will have to be introduced to straighten the intended path.

The programming of the human minds is such a diverse and deviating ecosystem to amend for any intentional. If the proposer wishes to challenge these complex and changing mindsets, it needs to carefully lay out a detailed plan of implantations, interventions and corrections.

Sights and Sounds?

One of the several key power drivers of human trust is to see and to hear or to listen!

Seeing and listening are believers of all information gathering whether is a fact or a total or partial fake! It is that simple and ignorantly easy to first distort and second to divide a human opinions and views of any given tangible or intangible! It is morally wrong to tweat fake information and nowadays with the abundant of digit platforms of news and videos that are beyond control thus addon to the information war on the in-betweens versus fakes versus facts!

What about the expanded big data?

Physical measurements of human features, eyes and eyebrow, voice, written messages, digital connections, oral or digital communications, actions, transactions and locations are highly valued data sets to the data architect, an inclusive knowledge bank for analytics and generative outcomes using ultra high speed computing through augmented AI.

One interesting feature of the human facial expression is the eyes and the accompaniment of the eyebrow! The two expressions will tell the truth in a person's behaviors and speeches such honesty, mischief or and the level of trustworthy! (ie. secret service agent with sunglasses, your political opponents and your spouse!) Al will pick these millions of human traits uploaded and self generate!

A new human identity?

The old ways of biometric for identification purposes from facial features, teeth to thumb print; a new and unique way is to identify the ears, it's shape, its length, and breathe because it is aesthetically harder to create and surgical reshaping either one or both ears or the AI will shape it all. How about implanting a nanochips and all done!

Last thing becoming first, how should society handles these explosions of bot and AI? There is a pressing needs to keep the human ethics and morale in checks against the machines; what are permissible areas and the rest of the grey areas are prohibited by bot or AI? How to begin? Let's start from the perspective of all ideas of the AIs and the bots!
