Trump calls North Korea leader 'madman' who cannot be let on the loose - transcript

"They really have the means because a great degree of their stuff comes through China," Trump said. "They (Beijing) are doing certain things, like not accepting calls. But if China doesn't do it, we will do it," Trump said, having asked Duterte if he thought China had influence over Kim.
Trump said Kim had the "powder" - an apparent reference to North Korea's nuclear capability - "but he doesn't have the delivery system."
"All his rockets are crashing. That's the good news. But eventually when he gets that delivery system," Trump said without finishing his sentence.

Interpreting from this conversation, it may carry the following underlying meaning :-
(1) When N Korea rocket is unreliable, US can still hold it and rely on economic sanctions from China to press N Korea to start talk.
(2) However, when N Korea has the delivery system in place, and its nuclear is there but still not yet warhead mounted, US may start losing patience and may force to act.
(3) Currently, US is relying on China that has the maximum leverage for N Korea to act as it contribute 90% of N Korea economy.
(4) However, if China's economic sanction on N Korea is not effective or China is becoming less likely to apply economic sanction, US will more likely to act on its own.

(5) What matters most - that will turn the situation around is unless N Korea is willing to hold dialogue on denuclearisation talk. This will in fact be the only key to resolve the Korean Peninsula crisis. There are no other better ways to end this crisis.
