ASEAN ministers warn against complacency in tackling haze



Indonesia has told its neighbours at an ASEAN meeting on Thursday (May 18) that the haze situation in the region will be like it was in 2016.

KUALA LUMPUR: Indonesia has told its neighbours at an ASEAN meeting on Thursday (May 18) that the haze situation in the region will be like it was in 2016.

“We must continue with our efforts to implement haze control measures."

Indonesia has given its commitment to continue its peatland restoration programme, while the existing moratorium on giving out new concessions on peatland will continue.



Ministers and senior officials from Malaysia, Singapore, Indonesia, Thailand and Brunei met in Kuala Lumpur for the sub-regional steering committee on transboundary haze pollution – and said the roadmap towards achieving a haze free region by year 2020 is on track.
The roadmap on ASEAN Cooperation towards Transboundary Haze Pollution Control with Means of Implementation was ratified in 2016 by member countries.

"The roadmap seems to be working," said Malaysia’s Environment Minister Wan Junaidi Tuanku Jaafar. "There wasn’t much haze in 2016; there were maybe two days of haze.

Jokowi orders canal network to be built immediately

Large canals with dams can ensure peatlands are not drained during dry season, becoming tinder for fires

President Joko Widodo wants large canals with dams built in fire-prone areas to ensure peatlands are not drained during the dry season, becoming tinder for forest fires.

He made the decision after visiting Central Kalimantan on Thursday to inspect the damage from raging fires that eventually led to the current haze crisis. The province was the worst hit by illegal forest fires this week, which sent the Pollutant Standards Index (PSI) in the area to "hazardous" levels.

Peatlands, which are usually waterlogged and formed over thousands of years, consist mainly of decomposed vegetation, making them carbon-rich and highly flammable during dry seasons.

Green activists yesterday hailed Mr Joko's decision to create a more robust irrigation system, adding that canals when properly laid out - linking them to an upstream river - could keep peatland humid and prevent hot spots from spreading.

Building a network of canals, however, could be a counter-productive endeavour if no sluice gates are installed to prevent water from running off, warned Mr Mukri Priatna of the Indonesian Forum for the Environment . "This will prevent fire from spreading," he said.

During his visit to Pulang Pisau regency in Central Kalimantan this week, Mr Joko had personally witnessed how fast fires developed and spread over peatlands starved of moisture.

He then directed the National Disaster Management Agency (BNPB) to take action "immediately and build the canals on a large scale", adding that financing for the project would come from Jakarta since the local government did not have the funds to pay for it.

Mr Joko had planned to travel to North Sumatra to visit evacuees affected by the recent eruptions of Mount Sinabung, and to inspect firefighting efforts in other parts of Sumatra.

Of course digging canal (like checker boxes) - will serve as a fire barrier to prevent fire from crossing the canal.
The water (trapped rainwater) from canal - can be use to fight fire - especially in areas where fire fighting vehicles cannot access.
All these can help to control the fire - and prevent the fire from going out of control.

Actually building water canal and irrigation water across all the palm plantations will be a good fire barrier as well as reservoir for water to flood the plantation and put out the peatland fire.
This idea is being put forward 3 to 4 years ago - where only this couple of days, President Jokowi pick it up.
Fire will not be able to spread by crossing the canal fill up with water.
To help to fight fire, water from the canal can be drawn to put out the fire.
When fire smoulder underground from the peat fire, water gates can be open for the canal water to flood the plantation and put out the fire.
Every plantation owners should be ordered to build canals and irrigation drainage in their plantation in order to be issue with license.
This will help to speed up the canal construction process.

Canal buildings should not only be the sole approach to fight haze fire.
Legislations to punish plantation owners that adopt slash and burn should be adopted.

Canal or irrigation drainage can be build like a checkered chess board.
Fires will be contained within each squared chess board and can be put out very quickly as fire cannot be spread across a chequered square.
Plantation owners without ethics who want to start a fire will face difficulty as previously without the canal, some fuel and a match stick will cause the fire to spread unabated.
With checkered canal or irrigation drainage, he will have to lit fire in every checkered box - and he will be caught easily the moment he start a fire in one or 2 checkered box.

Also easy to prosecute plantation owners who claim ignorance of starting a fire because only a person who deliberately start a fire will have to do so in every checkered box.
