After months of adapting one's lifestyle to guard against COVID-19, experts say that pandemic fatigue may cause individuals to drop their guard against the virus.

What can we do as a community to support the mental well-being and resilience of our fellow Singaporeans?

Pandemic fatigue, a mental state where a prolonged, heightened state of fear and caution leads to a form of burnout, can take a toll on one’s mental and emotional health. 

One danger of pandemic fatigue is that people may drop their guard against the virus.

According to principal clinical psychologist Dr Annabelle Chow, "Repeated exposure to pandemic-related news will eventually diminish the initial feelings of anxiety and caution. Consequently, we may begin to engage in behaviours that were initially inhibited by the anxiety responses, such as not adhering to safe distancing rules or washing our hands as regularly as we did before."

Ms Teri Chen, head of psychology and senior clinical psychologist at the National University Hospital's department of psychological medicine said, "This means that over time - especially if we or anyone we knew did not get Covid-19 - we are likely to be less careful or conscious about the precautions as it would appear that there is less of a need to maintain such levels of vigilance." 

While it is normal to drop our guard when we see no end in sight, a reminder of the benefits of maintaining precautions and the consequences of not doing so would help people stay vigilant to fight Covid-19, Ms Chen added.

Many of those in the queues aren't even observing safe distancing. Shouldn't the F&B operators come out and inform these people not to queue? Or the F&B operators should implement better queue management systems to avoid having crowds congregating outside their premises. I hate to say this but since the F&B folks aren't doing anything but just reaping the profits from the crowds, there should be legislation to compel them to manage the crowds and to implement better queue management systems so as not to have congregations outside their premises. Right now, it is not their business as long as it isn't in their premises. This is not correct as they too, need to play their part.

More than 3,500 electronic wristband devices issued to travellers serving stay-home notices: ICA

 More than 3,500 electronic wristband devices have been issued to travellers serving stay-home notices since Aug 10, said the Immigration and Checkpoints Authority (ICA) on Saturday (Sep 12).

It applies to all travellers including Singaporeans, permanent residents, long-term pass holders, work pass holders and their dependents, said ICA, Ministry of Manpower (MOM) and Ministry of Education (MOE) previously.

They are required to wear the wristband for the entirety of their stay-home notice period and install the gateway device at their place of residence.

"It is less reliant on manpower ... when the number of persons we serve with stay-home notices increases with the reopening of our borders, the same number of resources can be used to manage a bigger group of persons served with stay-home notices," said DAC Tan.

(a) it was reported that there 21k were served with stay home notices?

(b) How much resources are we putting into the surveillance?

It's inconvenient to disclose.

We don't want the world to see singapore in distress.

(c) There has to be strong messages to people under what circumstances people at served with SHN and the inconvenience s when we have to abide by it.

(d) Some people actually thought that people will come around and bring them 3 meals or they go to holiday chalet to stay.

(e) Time to summarise and consolidate.

People forget and most will listen.

(f) Then there are people who are secretly testing the system and break the rule.

(g) Make public the harsh penalty and again appeal to their consciences that they are potential carriers and might infect others.

(h) Time to use technology to further improve on surveillance.

On point #4 - Leverage on technology and media

Ministers communicate at length but they can only do so much.

(a) Get the media help to do more.

- Translate the messages to video clips and broadcast on social media and traditional media.

- Put thoughts into consolidating them and shape the messages according to target audience.

(b) On the point on technology, people in HK who are quarantined have to wear a tracker wrist bands. 

- I think for singapore we can seriously consider RFID wristbands. We are not alone to this. Imagine a shoplifter trying to bring unpaid items out of a department shall and the alarm will sound. People who are served with QO or SHN shall have RFID. Tracker installed outside of their home and they wear a rfid wristband. If a person in question tries to leAve his home, it will set off the alarm. Neighbours can help to report to the authorities.

- With a rfid wristband, he can be easily spotted and reported


(c) We should also have crowd mapping websites using mobile signals.

- Imagine all of us have mobile handsets.

- From crowd mapping, we can conscientiously choose to avoid crowded places.

- Better still if every mall can display the crowd density.

- We are a smart nation and aspire to be a leading smart nation.

- Should think of doing more to help ourselves and showcase to the world.

The wristband and gateway device communicate with each other via Bluetooth, and the gateway device sends signals to the back-end server of ICA.

The user’s phone also sends GPS signals to the server. Should the individual leave the home, the GPS signals on the user’s phone will indicate to ICA officers roughly where the person is.

"We look at the data coming into the system, particularly any alerts triggered ... Any attempts to leave the place of residence or tamper with their electronic devices will trigger an alert to our ICA system, after which we'll conduct our follow up investigations," explained assistant superintendent (ASP) Zhang Chengyao, who is an analyst.

a. Contact Tracing and Tracking

b. Ensuring people Stay-At-Home and observe Quarantine Order.


(2) Noted that we maybe concern with breaching the Personal Privacy Act.


(3) But 非常时期,需要非常手段。


(4) Government must consider waiving the Personal Privacy Act to tackle this virus pandemic - until when the crisis is over - before reinstating the Privacy Act.


(5) Mobile data give very precise information of :-

a. Where the crowd and contacts are - eg. infected person with people in contact can be traced through the Telco base stations with the relevant information - when a person handphone associate with the base station without making phone call eg.:-

- SSN (SIM Serial number) unique number - that are tagged to a person's NRIC number upon signing up for a SIM plan.

- IMEI number - the mobile device serial number.

- Handphone numer - that is unique to the person.

- the time where the infected person in the vicinity, the duration he stays in the vicinty and time he lives.


(6) The above mobile data information are recorded in the log or syslog of the base station.

- All people that appear in the vicinty --- will appear in the log.

- This mobile data - will provide vital information to the Contact tracers to call out all these people for testing by the test kits --- to systematically identified anyone if anyone is infected by the infected person.

- This will be more effective than "detective work" - by interviewing the infected person --- as he will not know those strangers who are in contact with.

- Using this more scientific approach --- it will be more effective in testing all likely case - and keep community spreading down, all prevent new clusters from forming.

- Also the toilets that the infected person visit can also be disinfected quickly --- because the time of cleaning and the next cleaning will be recorded.

- A chart can be plotted when this infected person visit the toilet, when cleaning start and stop - and who else visited the toilet.

- This will help contact tracers to close in on those people who come into contact with the infected toilet - and do testing.


(7) All those people in this vicinity, the time and duration with this infected persons --- are likely contacted - and can be trace and track to be tested if they are infected.

These will be a more systematic case of contact tracing and tracking --- and follow up with more thorough testing ---- that will prevent community spreading and forming of new clusters.

Mild asymptomatic cases -- will also be identified through this approach.


(8) The above approach is known as what my close friend label as "crowd mapping through mobile signal and mobile data" --- that will be more effective in Contact tracing, tracking, surveillance and testing ---- that will help to reduce and curb Community Spreading and Local Transmission.

(9) Please see the 2 attached information in the handphone that Government can track :-

(i) Telco Base Station - that the handphone associate with - without making call. (This will be logged).

(ii) GPS extender (or Google Map) - that pin point the precise location of the person (note ;- I did not zoom in into the precise location - want to preserve my privacy ---- but when you zoom in --- the exact location is found).

SIA looks to launch 'flights to nowhere' by end-October to mitigate Covid-19 fallout: Sources

Singapore Airlines (SIA) is looking to launch no-destination flights that will depart from and land in Changi Airport next month, in a bid to give its ailing business a lift.

Sources told The Straits Times that the national carrier is working towards launching this option for domestic passengers - dubbed "flights to nowhere" - by end-October.

They said SIA also plans to explore a partnership with the Singapore Tourism Board to allow interested passengers to partially pay for such flights with tourism credits that will be given out by the Government.

Each flight is expected to take about three hours.

This would have included partnerships with hotels to offer staycations, shopping vouchers at Jewel Changi Airport and a limousine service to ferry customers around.

Now barely a few months, all money raised $8 over billion - half have been used up.

Instead of visiting the airport, visitors also take a fake air flight with in-flight meal.

Not a bad idea as airlines can also earn revenue through such passenger visit.

Revenue not great but in support of SIA, enjoy a meal enjoy in flight entertainment. Can also have fake captain announcements.

A whole package approach -

And this is package with sg local tours and staycation initiatives.

Check in thru changi airport, board flight, enjoy meal, in flight entertainment, "disembark" received by local tour guides, check into sg hotels. Etc

Impt to invoke nationalistic response to help sg companies and businesses

Asian financial crisis, south Koreans aunties and grannies donated their gold jewelleries

Firstly, those who need their human interactions will feel exhausted with the constant distance and they don't get to recharge. This is what the "pandemic fatigue" mostly refers to. Now that things have eased up a bit, they would be eager to jio people out again and hang out. Then the second group are those who realise they're even more comfortable with the distancing measures. They want to stay in, stay safe, and they're happy as they are.

Recognise that the 2 personality groups interact with the world differently and respect that difference. The first group: don't force the 2nd group to come out or call them paranoid. If they are prepared to meet up, understand that they're accepting you in their "circle of trust" and don't breach that by being socially responsible. Be open and frank about who you've met up with because it'll make the other group feel more comfortable. The 2nd group: don't impose your ideas on the first group and insist that they do things your way. Don't shame them and call them irresponsible. If it makes you that uncomfortable, just don't go out. The media doesn't quite address this second group as much, but they also do face a fair bit of stress from people goading, cajoling, and suanning them for distancing. 

Essentially it's back to the fundamentals of respecting individual differences. Just because it works for you doesn't mean it'll be OK for everyone.

Since we can't travel, parents will take their kids out to play adding to the crowd and risk of covid transmission. As long as we wear masks when we're out and about, we should be relatively safe. Hence the places with most risks are restaurants, coffeeshops, hawker centres and other eateries where we lower our masks to consume our food and drinks. My 2.14 cents

Psychological Resiliency - Zen 禅 (禅相) 真迹。

(1) Anxiety, frustration, fear, dis-orientation (the like of PTSD or should call UTSD - Uncertainty Traumatic Stress Disorder ) will come in during this 2nd stage.

(2) Fear management programme may be necessary.

(3) Psychological resiliency is what i am looking for - and i found it.

(4) Fear management programme in dealing with epidemic should cover:-

- fear of life threatening scenario

- fear of the unknown, uncertainty

- fear of losing a life, the loved ones

- fear of economic loss eg. jobs, business

- how to regain confidence and live normally in view of the uncertainty, the anxiety, fear etc.

- how to emerge from the trauma when unfortunate event struck etc.

(5) We will be able to provide relief and face the 2nd stage more confidently and less panic if we are able to do it.

- community level (such as group based on religion, interest groups etc) - that is easier to tackle based on faith, similar interest etc.

- clinical psychological or psychiatrists etc level

- political level etc.

- modular counselling level etc.


(3) But looking at how our Government engage the people - some framework are in place.


(4) But as the virus spread intensify - public fear can grow and broader, deeper and more pervasive effort may be needed.

From sociologist perspective. 

According to Durkheim, in order for society to run smoothly, there needs to be a balance between social cohesion and social control. 

Since April, the people were made to believe that isolation is a social responsibility. There were been many reports that people were penalised/ berated because of not following the CB rules, such as not masking up, no social distancing, social gathering etc.  

Outcome: 

Social control > social cohesion

Breaking point

At first, many were concerned of their health, their food supplies. 

According to Maslow's hierarchy, these are the most essential needs of everyone. Some are still struggling with these needs, as their livelihoods are at risk due to covid. And for those, who fulfilled their basic needs, they experienced so called pandemic fatigue as the risk of contacting Covid becomes merely a statistical data from the updates they received from gov sg. Their needs shifted to a higher hierarchy, which often led to breaching of the covid by- laws. Social control becomes a breaking point. 

Unfair policing.

Since phase 2, Singaporeans have been pouring into the streets. We see empty tables in restaurants in order to achieve social distancing, but ignore the huge crowds queueing outside to have a seat in the restaurant. We see hordes of strangers congregating in shopping malls but only allowing max of 5 people to visit their family/ friends. The rationale behind these practices becomes questionable, especially with many emphasis on saving economy and promoting consumerism, while little tolerance for big group family gatherings. Its going to be Mid-Autumn festival soon and the theme of 月圆人团圆(family reunion) is definitely be its bleak this year. 

I believed it will be worthwhile to consider relaxing the rules for families to congregate and enjoy the company of each other. For some of these families with old folks, how much more time can they have to meet up with all their immediate families and enjoy their company? 

Please announce phase 3 and move on.

Based on investigations so far, there are no cases in the community.
