    Reiterating numbers cited by Minister of State for Manpower Zaqy Mohamad in Parliament earlier this month, Mr Chan noted that the 23 key sectors with industry transformation blueprints cover about 80 per cent of Singapore’s workforce.

    (1) Industry Transformation Map (ITM)
    - Idea is posted in 1 May 2012 to tackle disruptive tech and is adopted by the Government feature in Budget 2016.
    - Now this idea is used in 23 industries where 15 industries led by one Minister-of-State have undergone transformation and has start to reap positive outcome - as a good number of companies have start to reap growth and profit through the newly transformed business.

    To raise productivity, everyone has a part to play :-
    1. Business invest in capital tools and send workers for training
    2. Workers upgrade skills to operate capital tools
    3. Govt provide grants, provide good education, married govt R&D bodies with business etc
    4. Government work with various industry to devise objective and tangible KPI to allow business, workers, union, gov, schools etc to shoot for the KPI.
    5. Govt, business, bright individuals should scout overseas countries and industries that have make their industries productive and bring it back to Singapore and transform our business to be more productive.
    6. Union encourage, provide relevant course for workers to upgrade
    7. School train students in right course, right skills and married industry with courses.
    8. Home, family members, social bodies have to support working members to provide a conducive environment for working members to be productive.
    9. Look at whatever else things that can make the nation productive, to be productive.
    10. Peg the wage increase vis-à-vis our regions, our competitors, our international competition to ensure that our wage increase are competitive and will not drive away business – causing massive job losses.

    To elaborate further :-
    (1) Ministry of Comm and iDA – should work with IT industries, foreign IT MNCs, local IT vendors etc to devise objective, tangible KPI productive figures in each technology areas and skillsets vis-à-vis global competition and regional competition – so that IT business and IT workers can target to meet the KPI productivity figures – and peg wage growth in % term and/or absolute term to the productivity figures and business profitability. Communicate this to the IT industries, business, IT workers, Union and schools. Make sure we are competitive with our global competitors and regional competitors.
    (2) SLA should do the same with construction sector.
    (3) Ministry of Finanace and MAS should work with the banking and financial sector. etc

    That is, the concept above is how to transform Singapore Economy in 2016 - sector-by-sector (conceptualising the KPI for each sector) ---- and using targeted approach to transform each sector, each industry one by one.

    Only then productivity in each sector, in each industry can be successfully transformed - supported by empirical, scientific measures.

    Good that after 4 years --- the idea is taken up.

Minister Chan Chun Sing particularly say in CNA interview that "ITM specifically target industry, sector and business one by one to transform its :-
1. business objective, target market
2. its processes, design
3. use technologies to transform its business
4. train workers to run the new tech, new skill to manage process, design and handle target market.

Mr Chan say that ITM is more superior compare to past "Economic Transformation" that concentrate in giving grants to industries and business.

Thus Government has assigned 15 MOS (Minister of State) to lead each ITM tower to have successfully implement ITM and tackle disruptive tech that have disrupted all the industries.

ITM has :-
1. Successfully transform many industries and business in Singapore - sector-by-sector, industry-by-industry, business-by-business to tackle disruptive tech.

2. Successfully train Singaporean workers to train new skills and put them into the newly transform jobs and safeguarded Singaporean jobs.

3. Have successfully increase national productivity for the 1st time ITM is implemented since 2016.

    I only believe in what the data presented to me. Based on Spore Statistic dept figures, the numbers of residents (citizen & PR) for 2015 to 2018 are 3903K, 3934K, 3966K, 3994K. The numbers of citizens for the same period are 3375K, 3409K, 3439K, 3472K. Therefore the numbers of PR are 528K, 525K, 527K, 522K. PR figures stay about the same for 4 years.There was an increase of 3994K - 3903K = 90K in resident population. But only 60K jobs were created. Since no of PR stayed about the same, then the 10k number of jobs out of 60K jobs were replacing about 10k of PR or PR pop have another 10K no of jobs out of the 520K pop of PR. This leave 50K jobs for 90K increase in citizens pop, which indicate 40K did not have jobs. All figures are from govt statistics. Chan thought the govt was doing a great job when he quoted 50k out of 60k jobs for citizens. What he did not do in his homework was the citizen pop increase 90K, leaving 40K still jobless.

    CURRENTLY, there are six Singaporeans to each PR in the entire workforce."
    From 5:1 to 6:1? So, there is a drop in the PR numbers?
    But then, "During Thursday’s interview, Chan said that the “slightly stronger” employment GROWTH for PRs should be expected, given “very simple” reasons." So, is there an employment growth for PRs, or not?
    Is Chant Chun Sin being equivoval?

    Chan Chun Sing claims that there are 3 resident workers, comprising S'poreans & PRs, for every 1 foreign worker. However, he didn't reveal that the citizens may be Grab/taxi drivers or food deliverymen, while the foreigner may be a CEO of a bank.

    I think it is true. But the key question is, how many of the Singaporeans are still in the same job? A lot of companies employ Singaporeans to apply for quota, only to fire them later on.

    More than likely, food deliveries [Gojek, panda] and Social Enterprise Hawkers Centre Jobs that went to Singaporeans who were displaced of their PMET jobs. That must be why he can't provide the breakdowns as requested in the Parliament by Pritam? All the more, Singaporeans must vote for Change.

    We should have the right to know the total number of PR who has become Singaporean. The number could have sway the result of elections such as previous presidential election and 2011 election that could have lead to big change.

    If you can't even be serious with Singaporean citizen livelihoods, then what kind of government are you? Be upfront with those breakdowns of sectors and numbers to the public without anymore "deliberate" hesitation.

    May I ask the following questions : What kind of jobs went to Singaporean? How much are they paid compared to their previous job ? Are they permanent jobs or are they on contract where no AWS are paid , and many other benefits given to permanent staff are not given to contract staff ? I will also like to ask why are there so many young PHV drivers who have University degree working as drivers on our road and after deducting expenses they only make $3 to $4k a month on a average of 10 to 12 hours a day with no medical benefits and CPF. They say , if there is no fire , there will not be any smoke. So lets acknowledge the fact that a mistake was made in the past when we got local companies addicted to cheap labor to increase their measure of productivity (profitability) in the wrong way and come out with policies that are pro Singaporean , rather than trying to defend. The citizens understand that this govt is not perfect , and by not acknowledging past mistakes and ensure that NEW MEASURES REALLY WORK not only for now but every month for the next 4 years , it will be seen as WAYANG by electorates. For not the govt has lost a lot of credibility compares to our 1st generation leaders. Its the hard truth and a fact,
