U.N.-appointed mediator Mistura saying only that the United Nations would work with Syria to help tackle the violence, provide humanitarian aid and work on a solution to the crisis.

"Syrians, wherever they are, and the government should be helped by the United Nations and the international community to find a Syrian-owned all-inclusive, positive, political process,"

I think the above statement make sense.

If combating Extreme Terrorism also gain the UN support, then stopping the cancerous cells will be fully legitimate.

And I believe gaining the UN support should not be a problem - as it is a common threat face by All Nations.
