I think the statement :-
"any action hinged on the formation of a new Iraqi government." - is a very important milestone if to succeed in overcoming the IS.

The Iraqi Government need to be an Inclusive Government - that should comprise members of all the various groups - including the Shiites, Kurdishs, Sunnis and the minorities to succeed - and end the civil war.

Only then can Peace return to Iraq and drive out the IS.

Do you know why IS attract the wrath from the World?

Besides viciousness, cruelty, brutality - the most important root cause is that IS preach "Exclusivity" as their ideology, that is, only their ideology and nobody else - otherwise annihilate others.

Iraq Government must do the reverse of what IS do - be "Mutually Inclusive" - include everyone you Govern - leaving no one out.

This will be your success formula to build Iraq and be a showcase in Middle East !!!

It Iraq is able to do this :-

"As citizens of Iraqis.
Pledge yourselves as One United Iraqis.
Regardless of races, sects, languages or religions.
Based on freedom, justice and equality.
So as to achieve happiness, progress and prosperity for the Nation."

Then Iraq can achieve true Peace and rebuild your Nation.
