Yes this is the dreadful scenario of epidemic seen in the Vision.

Originally it should be happening in the Middle East through MERs - but luckily stop in time with austerity measure. But unfortunately Ebola take over this epidemic in Africa - the 4th baby hotspot.

But the out of control （小三灾）(epidemic, war, natural disaster) - is now taking over by caliphate - Middle East hotspot of rampant beheading, killings, violence, mass slaughter and execution.

Just be careful of East Europe hotspot - as it may turn ugly if the 2 Blocs cannot resolve and settle with a Peace Deal.

  There must be a strategic plan that need to cut across the various infected Countries.
  The strategic plan should include :-
  (1) Quarantine & Containment strategy
  (2) Treatment strategy - include used of experimental drug like US zMapp, Japan drug etc.
  (3) Food distribution strategy
  (4) Education & Information Communication strategy
  (5) Travel strategy - include land, air and sea
  (6) Government, People and Security engagement strategy
  (7) Cross-border Government to Government containment and engagement strategy
  (8) WHO to Government engagement strategy
  (9) Burial and cremation strategy
  etc.
  
  Only then can then put the epidemic, disorder - back into shape and restore order to contain the epidemic.
