North Korea plans along the line of special economic zones is a tested Economic strategy - that go along the line of Proof-of-Concept, a Pilot-Project approach to test Market Economy - that will bring enormous benefit to the Country - without causing "shock".
Inviting academics and experts from 13 countries is a good start.
This will help North Korea to slowly integrate with the rest of the World.
Thereafter, difficult topics can be discussed - as confident-building lead to a stronger mutual trust between North Korea and the World.
